Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2005-99 (effective 6/15/18). Paper copies of this solicitation will not be issued and telephone requests, email requests, or fax requests for the solicitation will not be accepted. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/?q=/browse/far/52. This solicitation is a Request for Quotations, numbered as 140P8318Q0080. The NAICS code is 238910, Site Preparation Contractors (includes demolition of buildings and structures), with an associated small business size standard of $15 million. This solicitation is for a service (not construction), is a 100% total small business set-aside, and will result in a firm fixed price contract to a single contractor/vendor determined to be responsive and responsible. The Government will consider past performance in determining responsibility. ATTACHMENTS TO THIS SOLICITATION. DESCRIPTION. The National Park Service, Olympic National Park (OLYM), has a requirement for removing structures, pilings, and docks from 18 property sites located partly in Clallam County in the Lake Crescent subdistrict and partly in Grays Harbor County located in the Quinault subdistrict. The properties at Lake Crescent comprise the basic requirement. The properties at Quinault are options. Refer to Attachment no. 6, Summary List of Property Sites with complete addresses. NOTE: This description does not contain all of the information included in the project Scope of Work. Quoters shall refer to Attachment no. 5, Scope of Work, as well as review all other attachments that comprise the complete solicitation package. (1) BASIC REQUIREMENT. Removal of all structures (deteriorating houses, sheds, driveways) żincluding all attached exterior roof structures, foundations utilities elements, and all articles found anywhere in the interior of the unit or beneath or around the unit from eight properties at Lake Crescent (sites 1 through 8). Tasks include cleaning the grounds of all dimensional lumber, concrete, trash and non-natural materials before de-compacting and scarifying all building sites, and re-contouring the property to match adjacent topography. Also included is the removal of approximately 14 pilings and two miscellaneous dock structures from the shoreline and shallow waters adjacent to the shoreline around Lake Crescent. (2) OPTIONAL SITES. Project options includes removal of all structures (deteriorating houses, sheds, driveways) żincluding all attached exterior roof structures, foundations utilities elements, and all articles found anywhere in the interior of the unit or beneath or around the unit from and all structures from four bundled properties (Sites 9 through 12) in the Lake Quinault area, as well as six additional individual Lake Quinault area properties (sites 13 through 18). Tasks include cleaning the grounds of all dimensional lumber, concrete, trash and non-natural materials before de-compacting and scarifying all building sites, and re-contouring the property to match adjacent topography. NOTE: This description does not contain all of the information included in the project Scope of Work. Quoters shall refer to Attachment no. 5, Scope of Work, as well as review all other attachments that comprise the complete solicitation package. PERIOD OF PERFORMANCE. (1)LAKE CRESENT. For the properties located at the Lake Crescent area (the base requirement), the government anticipates work to start as soon as possible after award, either late August or right after Labor Day 2018, and be completed by November 2018. All work of the base line items shall be completed within 90 days from the date of award of the base contract. (2) QUINAULT. (a) The Quinault sites are optional line items. Upon award of an option, the period of performance will be 90 calendar days. The government anticipates that the contractor will be able to complete most of the work at these sites but possibly not all, due to weather, and that a Seasonal Break in Contract Performance may become necessary. On average, the months of October through February tend to receive the most rainfall, which may affect contractor's ability to complete the recontouring work and finishing work, as described in the Scope of Work. (b) SEASONAL BREAK IN CONTRACT PERFORMANCE: Although the government does not intend to suspend work during contract performance, seasonal weather conditions may restrict or prohibit normal contract activities. Contractor should take into account historic weather patterns when planning the work sequence. If the Contractor elects to temporarily stop work, they must inform the CO and COR at least one week prior to the stoppage and at least one week prior to the planned resumption of work. (c) Contractor should note that if a Seasonal Break in Contract Performance does go into effect, there is potential of not being able to resume work until after September 23, 2019 if it's not possible to resume in time to complete remaining tasks before April 1, 2019. Some work activities are restricted between April 1 and September 23 to accommodate the bird species Marbled Murrelet and nesting bat colonies. Refer to the attached Scope of Work.
