Description
System Assessment Technical Description Technical Capability Questionnaire Clauses and Provisions Performance Work Statement Pricing Schedule (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is FA5613-18-R-0012 and the solicitation is issued as a request for proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99. (iv) This is not a set-aside. The North American Industry Classification System (NAICS) code for this solicitation is 238220. (v) The 700 CONS/PKA Flight has a requirement for Air Conditioning and Air Ventilation System Repair at Ramstein Air Base, Germany. Offerors shall use Attachment 1, Pricing Schedule, which includes all contract line item numbers, quantities and units of issue, to fill in total amount block. (vi) Attachment 2, Performance Work Statement (PWS), contains the d escription of the requirement for, including a completed system assessment detailing the necessary repairs for a fully operational system. (vii) Place of performance/acceptance is identified in the PWS, contained in Attachment 2. All offerors must propose FOB (free on board) destination. (viii) The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jan 2017), applies to this acquisition. Addenda to this provision are included in Attachment 3, Applicable Clauses and Provisions. (ix) The provision at FAR 52.212-2, Evaluation – Commercial Items (Oct 2014), applies to this acquisition. Specific evaluation criteria contained in paragraph (a) of that provision are included in Attachment 3, Applicable Clauses and Provisions. (x) Offerors shall i nclude a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (Nov 2017), Alternate I (Oct 2014), with their offer, or complete paragraph (j) of 52.212-3 Alt I, if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. The provision is included in Attachment 3, Applicable Clauses and Provisions. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items (Jan 2017), applies to this acquisition; Additional FAR (Federal Acquisition Regulation), DFARS (Defense FAR Supplement) and AFFARS (Air Force FAR Supplement) clauses are included in Attachment 3, Applicable Clauses and Provisions. (xii) The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition. (xiii) In order to be eligible for award, the contractor is required to be registered in the System for Award Management (SAM), https://www.sam.gov, and must become registered in Wide Area Workflow (WAWF), https://wawf.eb.mil, upon award of the contract. (xiv) Offers are due 27 July 2018 before 1600 hrs (4:00 pm) Central European Summer Time (CEST). Emailed proposals must be received in the stated address(es) email inboxes on time and the addressee must be able to open the email and all attachments. It is the offeror’s responsibility to confirm the timely receipt of the proposals by the stated addresses. Late offers will not be considered. Note: Kapaun Air Stations is an Air Force controlled installation. Delays at the gate will not be considered if offers are late.
