- Page 2 of 2 Page 1 of 1 The Department of Veterans Affairs (VA) Strategic Acquisition Center (SAC) is issuing this Sources Sought (SS)/Request for Information (RFI) in accordance with Federal Acquisition Regulation (FAR) 15.201(e), as a means of conducting market research to identify qualified contractors with the capability and the resources to meet the Veterans Health Administration (VHA) requirement for Medical Surgical Prime Vendor (MSPV) support to the Veterans Integrated Services Network (VISN) 8 in Puerto Rico. The MSPV functions as a purchaser s source of distribution for a broad range of medical/surgical medical/surgical supplies and services as identified by the customer. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). The goal of the Medical Surgical Prime Vendor (MSPV) MSPV Program is to obtain medical-surgical products from a source with a distribution system that minimizes our inventory stock on hand, promotes standardization, and allows product selection from a multitude of Vendors. Additionally, the MSPV program must facilitate electronic ordering and receiving systems, provide discounts for volume buys, limit transaction cost, provide just-in-time delivery, and provide value added services. The MSPV must support the Department of Veterans Affairs (VA) in its effort to use existing logistics resources in a more efficient and cost- effective manner without jeopardizing patient care. The VA is committed to providing quality medical supplies and equipment to the medical centers that provide healthcare to our nations Veterans. Medical Treatment Facilities order directly through the Prime Vendor with next day delivery. Responses to this notice, will be used by the Government to make appropriate acquisition decisions. Responses to this RFI/Sources Sought are not considered adequate responses to any corresponding solicitation announcement. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or, reimburse expenses incurred for responses to this RFI. Submission of any information in response to this market survey is purely voluntary. At this time, the suggested North American Industry Classification System (NAICS) codes assigned to this procurement is 339112-Surgical and Medical Instrument Manufacturing, and 339113-Surgical Appliance and Supplies Manufacturing. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI/Sources Sought are not considered adequate responses to any corresponding solicitation announcement. After review of the responses to this notice, a solicitation announcement may be published. Responses shall include a completed MSPV questionnaire under Attachment A. The Statement of Work (SOW) under Attachment B is for reference purposes only. Questions concerning this RFI/Sources sought are due NLT 12 pm est., July 20, 2018. Responses to this RFI/Sources Sought are due by 12 p.m Eastern Standard Time, July 31, 2018.
