Description
Questions and answers from the pre-bid tour on 7/10/18 were as follows: Q: What is required for payment bond? A: Reviewed FAR 52.228-13 (included in the solicitation) covering the options available to the contractor for alternative payment protections. Q: What will be required as far as superintendence? A: Per FAR 52.236-6 Superintendence by the Contractor, the contractor must have a qualified representative on-site whenever work is being performed. Q: Contractor noted they would need to verify valve sizes by equipment GPM and pressure drop requirements, which may not correlate to piping diameters. A: Government will review facility plans for data related to original designs. Q: What is the seasonal phasing requirement? A: As this is an occupied building, we are requiring the contractor to work the hot water piping and controls in the summer and the cold water piping in the winter. The piping is old and there is a high probability that isolation valves will fail, so we are planning to drain each system to accomplish the work of changing the three way valves. The government acknowledged this could increase mobilization expenses. Q: Can we store materials and tools on-site? A: We can provide access/space in the boiler room to secure materials and tools. Q: What will be the time of performance? A: The seasonal phasing requirement will allow at least one full year. Q: What condition are the fresh air controls and dampers in? A: They were sealed off with insulation and plywood some years ago; the fresh air dampers and controls are beyond repair and replacement would be cost prohibitive for the narrow times of year that they benefit the temperature controller and efficiency. Repair or replacement of the fresh air dampers and controls are not required for this contract. THIS CONSTITUTES AMENDMENT ONE TO THE SOLICITATION. AN SF-30 WILL NOT BE ISSUED. THE RESPONSE DATE HAS NOT BEEN CHANGED.
