- Statement of Work Solicitation Solicitation Number: 693JF718R000025 Notice Type: Solicitation Synopsis: RFP - USMMA and SMA SIP GRADUATES CAREER SERVICES This is a Request for Proposals (RFP) to provide maritime career services for graduates of U.S. Merchant Marine Academy (USMMA) and State Maritime Academy (SMA) participants in the Student Incentive Payment (SIP) Program. The career services will assist graduates in obtaining service obligation fulfilling maritime employment. Afloat employment aboard a U.S. Flag vessel as a credentialed officer is a priority for the graduates. (See attached Statement of Work) Please indicate the timeframe, in months, for establishment of the maritime career services for USMMA and SIP participants and graduates. Can supporting documentation be provided upon request? If the timeframe is unknown, please provide explanation In accordance to with FAR 36.204, the magnitude of this requirement is between $80,000 and $100,000. The North American Industrial Classification System (NAICS) code for this project is 561311 - Employment Replacement Agencies. The Business Size Standard is $27.5 in average receipts for the last three years. The Government intends to award a Firm-Fixed Price contract. This announcement is a Total Small Business set-aside in accordance with Federal Acquisition Regulation (FAR) 52.219-6. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
