Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The USDA/ARS intends to award a Firm fixed price sole source contract under the authority of 41 U.S.C 253(c)(1) and FAR 6.302-1(a)(2), only one responsible source, to: Molecular Devices, LLC 1311 Orleans Drive Sunnyvale, CA 94089-1136 Description of Requirement: The objective of this sole source award is to procure the following items: The M5 microplate reader is a spectrophotometer capable of reading standard cuvettes and microplates (96 and 384 well plates), in multiple modes (in operating multimodes that include UV-visible absorbence, fluorescence intensity, luminescence, time-resolved fluorescence, and fluorescence polarization), and capable of doing endpoint, kinetic, and spectral scanning. The versatility of this instrument (ablilty to read cuvettes and microplates in UV, visible light and florescence modes), and the ability to determine path length which is critical to determining a solution's concentration (using proprietary technology called PathCheck) are unique. The Reader uses a patented PathCheck Sensor (U.S. Patents 5,959,738, 6,188,476, 6,320,662, 6,339,472, 6,404,501, 6,496,260 and 6,995,844). The PathCheck Sensor is critical to measuring pathlength and this patented technology is affected by temperature, and requires no accessories to measure the pathlength of the sample in all individual microplate wells. The NAICS code for this requirement is 334516; the small business size standard is 500 employees. This notice of intent is not a request for competitive quotes; however, interested persons may identify their interest and capability to respond to this requirement. All information received by 3:00 PM Central Time on July 23, 2018, will be considered by the Government. Responses shall be submitted to Don Reynolds at donald.reynolds@ars.usda.gov. The e-mail subject line shall state: 1232SC18P-922967 Notice of Intent to Sole Source. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. NO TELEPHONE REQUESTS WILL BE HONORED.
