Description
Program: Warrior Injury Assessment Manikin (WIAMan) Solicitation Number: W900KK-18-R-0072 Agency: Department of the Army, Army Contracting Command - Orlando Office: Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Joint Project Management (JPM) for Medical Modeling and Simulation (MMS) OVERVIEW The JPM MMS has an acquisition requirement for the manufacture of a Build to Print, Warrior Injury Assessment Manikin (WIAMan) Anthropomorphic Test Device (ATD). The WIAMan system will provide the Department of Defense (DoD) with a scientifically valid capability to assess the probability that a Soldier will sustain a skeletal injury when seated in a vehicle that experiences an Underbody Blast (UBB) attack. The WIAMan S&T Program will culminate in 2018 with a capstone test demonstrating Technology Readiness Level (TRL) 6 and transition to PEO STRI as an Acquisition Effort. It will provide the capability to assess the probability that a mounted soldier will experience a skeletal injury when subjected to the vertical accelerative loads caused by a UBB event. PEO STRI has a requirement for an initial procurement for ten build-to-print WIAMan ATDs within the first six months of the contract and the capacity to procure additional ATDs in increments of five to ten over a four year period. NOTICE OF INTENT This effort will be solicited as a full-and-open competition under NAICS Code 334515 - Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. The Government plans to award the WIAMan ATD as a Single-Award, Indefinite Delivery/Indefinite Quantity contract with a one year base period and four one year option periods. This procurement is a noncommercial acquisition for deliverables of WIAMan ATDs, directly corresponding to NAICS code 334515. This is a SYNOPSIS OF A PROPOSED CONTRACT ACTION in accordance with Federal Acquisition Regulations (FAR) Subpart 5.2. This synopsis is provided for informational purposes only and is not to be considered a request for proposals (RFP). However, all responsible sources may submit a proposal in response to the RFP, which shall be considered by the agency.
