IFAFRA List of Questions IFAFRA Agenda for August 9, 2018 Request for Information (RFI) Summit to Discuss International Forum to Advance First Responder Innovation Identified Capability Gaps and Potential International Markets PURPOSE The U.S. Department of Homeland Security Science and Technology Directorate (DHS S&T) invites members of the private sector, academia, Federal laboratories, and the innovation community to attend a Stakeholder Summit, on Thursday, August 9, 2018, in Washington, DC. The Summit will consist of a discussion of common global first responder capability gaps and markets, as identified by The International Forum to Advance First Responder Innovation (IFAFRI). DHS's Science and Technology (S&T) Directorate represents the United States in IFAFRI. The meeting will be held at the National Association of Home Builders (NAHB), 1201 15th Street NW, Washington, DC 20005. IFAFRI is an organization of government leaders from 13 countries, including the United States, and the European Commission (EC) focused on enhancing and expanding the development of affordable, innovative technology for first responders worldwide. This is done, in part, by working with first responders from member countries to define and discuss common, high priority capability gaps. The current capability gaps that have been identified by IFAFRI are: 1.The ability to know the location of responders and their proximity to risks and hazards in real time. 2.The ability to detect, monitor, and analyze passive and active threats and hazard at incident scenes in real time. 3.The ability to rapidly identify hazardous agents and contaminants. 4.The ability to incorporate information from multiple and non-traditional sources (e.g., crowd-sourcing and social media) into incident command operations. IFAFRI Produced International First Responder Gap Descriptions In order to provide potential attendees with background on the global high priority gaps listed above, IFAFRI has produced detailed descriptions known as Statements of Objectives (SOOs). The SOOs include operational performance parameters which proposed solutions should meet. SOOs for capability gaps 2 and 3 can be accessed on the IFAFRI website by going to the following links: IFAFRI Statement of Objectives (SOO) for Capability Gap 2 IFAFRI Statement of Objectives (SOO) for Capability Gap 3 The remaining two SOOs (for Capability Gaps 1 and 4) will be made available on the IFAFRI website by August 7, 2018. This event will provide an opportunity for attendees to learn about these high priority global first responder capability gaps, as well as the potential marketplace for developed solutions. An Introduction to the First Responder Global Market In addition to developing a list of common global capability gaps, IFAFRI has analyzed the global first responder market for its member countries. The market analysis provides an in depth look at the potential market for affordable, innovative first responder technology in the participating countries. We recommend that you read this in advance of the Stakeholder Summit, to familiarize yourself with the potential first responder global market. IFAFRI Capability Gap Deep Dive Analysis Synopses You will find links below to the IFAFRI Capability Gap Deep Dive Analysis Synopses for three of the four gaps. See Links below. These synopses are provided solely for information. Data provided in these analyses is based upon publicly available third-party information. Readers should validate the data before taking any action. DATE AND TIME Thursday, August 9, 2018 from 8:30 a.m. to 2:30 p.m. Eastern Time (ET). The agenda for the event is attached. Please note that registration will begin at 7:30 a.m. ET. REGISTRATION PROCESS Admission is free. All attendees must register prior to the day of the summit. To register, please provide the information requested below to both Robert.Marosz@st.dhs.gov and King.Water@hq.dhs.gov by August 7, 2018 2:00 p.m. ET on August 7, 2018. SUMMARY OF TECHNOLOGY SOLUTION (Submissions are optional) If you produce or sell a technology that you feel is relevant to one or more of the IFAFRI identified capability gaps, please provide a one-page summary of the technology(ies) describing how it/they address one of the gaps and provide an estimate of the technology readiness level (TRL). The one page description must not contain any proprietary data. Please include the following: •One-page Summary of Technology Solution •Title of technology solution •Name and Title (of Registrant) •Company or Organization •Email address •Phone number Q&A Session IFAFRI members from its member nations, will be present to address questions from attendees. Additionally, it is planned that responders from law enforcement, fire and EMS will be available to provide operational context to the gaps. We are interested in having a dialogue with you and have provided some questions for you to consider (please see attached template of questions). Any feedback you would like to provide would be much appreciated. We ask that you submit all questions to both Robert.Marosz@st.dhs.gov and King.Water@hq.dhs.gov by August 7, 2018 2:00 p.m. ET. It is published solely for planning and general market research purposes only and shall not be construed as creating any obligation on the part of the Government or IFAFRI or any of its member countries. Any information received will become the property of the Government and will not be returned to the submitter.
