- Description of Anticipated Requirement: The United States Air Force (USAF) has a need to field a system capable of addressing the issues posed by Degraded Visual Environments (DVE). The HH-60G DVES solution aims to specifically address the operational limitations and safety risks associated with aircraft-induced DVE (brownout/whiteout). This effort will consist of the material solution and all non-recurring engineering required to install a DVE solution on to the HH-60G PaveHawk helicopter, including integration,testing, certification, and the procurement of DVES kits. Because this effort will be funded with 3010 procurement funding, Research and Development (R&D) may not be accomplished under this program, and the targeted solution must have a TRL of 7 or greater. Anticipated Contract Period of Performance: Basic Contract Period of 24 months and Three 12- month Option Periods. Based upon Market Research, the Government is not using the policies and procedures contained in the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, in this solicitation. To request a copy of this solicitation, go to http:www.fedbizops.gov/. Approximate issue date of solicitation is 31 July 2018. Approximate response date is 1 October 2018. Anticipated contract award date is 30 April 2019. Award will be made in accordance with Sections L and M of the Request for Proposal (RFP) using Tradeoff Source Selection procedures. Foreign participation is not permitted. Data and rights are not owned by the Government however some technical data will be provided upon request. The Government intends to award without discussions, but reserves the right to hold discussions. All responsible sources may submit a proposal which shall be considered by the agency. Respondents are to specify in their response whether it is a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUB Zone small business, or veteran-owned small business. Respondents shall also specify whether they are a U.S. or foreign-owned firm. Technical Data Availability: 1. Interested vendors are hereby advised that technical data such as Interface Control Document) for the Degraded Visual Environment System (DVES) requirement will be available for review at time of RFP release, via FedBiz Ops (FBO). 2. A DVES Technical Document Release Agreement,which will be provided to the vendor prior to RFP release, shall be provided to the HH-60G Special Operations Contracting Office prio to release of technical data. The release agreement should be forwarded to AFLCMC/WIUKB, 235 Byron Street, Suite 19A, Robins AFB 31098-1670, Attention: Leigh Ann Taylor, leigh.taylor.3@us.af.mil, and William Walton, william.walton.2@us.af.mil. The Government expects to release the Final RFP for the Degraded Visual Environment System (DVES) in July 2018.
