- The Department of State, Office of Acquisition Manager (A/LM/AQM), on behalf of the Bureau of Intelligence and Research, issues this notice of its intent to negotiate a sole source purchase order to George Mason University - the only known source for such services - to renew its membership in the Spatiotemporal Innovation Center, more formally known as The National Science Foundation (NSF) Industry & University Cooperative Research Center (I/UCRC) Program. The one year membership in the I/UCRC includes the following: - funds are use to support center pre-competitive research portfolio - members become part of an Industry Advisory Board-IAB - memberships provides a seat in the IAB and voting rights in the IAB - work with faculty to identify topics of interest and define, share, vote, fund, and direct the pre-competitive research portfolio - contribute to the creation of the bylaws that define the policies and operations of the center, and approve changes to the bylaws - attends semi-annual center meetings - guide project execution, provide input and guidance to faculty and students by serving as mentor on the research projects - receive copies of semi-annual project reports - receive non-exclusive access to all IP that is generated by the center - receive copies of manuscripts generated by faculty and students prior to publication as defined in the center bylaws - is promptly notified of any invention disclosure generated by faculty and students as defined in the center bylaws As this is a membership specific to university-driven geospatial studies it is not anticipated that a response will be provided to this notice of intent. This notice is not a request for competitive quotes; however, all responses received by the deadline provided in this notice will be considered by the government. A determination by the government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the government. If no affirmative responses rae received by the deadline provided in this notice, an order will be placed with George Mason University. This purchase will be processed using simplified acquisition procedures (FAR 13) in conjunction with FAR 12, Acquisition of Commercial Items. There is no solicitation package available.
