- Joint Modular Intermodal Container (JMIC) - RFI 1.0 Description The Marine Corps Systems Command (MCSC), Program Manager Supply and Maintenance Systems (PM SMS) program office is seeking information about interested contractors that could manufacture the Joint Modular Intermodal Container (JMIC). 2.0 Background The JMIC program began as a U.S. Army ACAT III container program which supported Joint Vision 2020 by providing a standard series of collapsible, durable, reusable, easy-to-handle, modular packaging containers which can operate world-wide, carried by various modes of transportation, and is envisioned for future use as a compliment to Navy sea-basing efforts for automatic loading, handling, and storage systems. An Urgent Universal Statement of Need received in September 2007 began the acquisition process of procuring the JMIC used in the Marine Corps today. The JMIC is built in accordance with the government owned technical data package, which is managed by the Naval Packaging Handling Storage and Transportation (PHS&T) Center, Naval Surface Warfare Center (NSWC) Indian Head EOD Technology Division (IHEODTD), Picatinny Arsenal, NJ. 2.1 Planned Production: The Marine Corps plans to purchase up to 650 container per fiscal year (FY) from FY19-24 if funded to support the plan. 2.2 Delivery Period: The first lot of JMICs to be delivered within the continental United States by April 2019. 2.3 Limitations: None. 2.4 Security Requirements: None. 3.0 Requested Information. The requested information is to confirm government cost estimate (GCE) and available service providers. 3.1 Describe any experience your company has with manufacturing the JMIC or similar product? 3.2 Describe your capability and capacity to manufacture the JMIC according to the Government's technical data package. 3.3 Estimate the Government's cost per container. 4.0 Responses 4.1 Interested parties are requested to respond to this RFI with a white paper. 4.2 White papers in Microsoft Word for Office 2013 compatible format are due no later than 3 AUGUST 2018, 13:00 EST. Responses shall be limited 6 pages for Section 2 and submitted via e-mail only to the Project Officer, robert.t.clemens2@usmc.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Only government employees will review the responses. 4.3 Section 1 of the white paper shall provide administrative information, shall not be included in the 6-page limitation, and shall include the following as a minimum: 4.3.1 Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 4.3.2 Recommended contracting strategy. 4.3.3 Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 332439: Other Metal Container Manufacturing. Please refer to Federal Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards. The FAR is available at http://www.arnet.gov. 4.3.4 The facility security clearance of the offeror. 4.4 Section 2 of the white paper shall answer the issues addressed in Section 3 of this RFI and shall be limited to 6 pages. 5.0 Industry Discussions MCSC representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 6.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Project Officer, robert.t.clemens2@usmc.mil. Verbal questions will NOT be accepted. Questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after July 25, 2018 will be answered. 7.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can manufacture the Joint Modular Intermodal Container. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. The information provided in the RFI is subject to change and is not binding on the Government. The Marine Corps has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Further, the Marine Corps is not at this time seeking proposals and will not accept unsolicited proposals All submissions become Government property and will not be returned. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
