Page 13 of 13 COMBINED SYNOPSIS/SOLICITATION LENEL SYSEM UPGRADE, PREVENTATIVE MAINTENANCE AND SOFTWARE UPDATES ALBANY VA MEDICAL CENTER (i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 and 13 - Simplified Procedures for Certain Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Request for Quote will be submitted through fedbizopps.gov on RFQ reference number 36C24218Q9523. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-98. Appendix A is a list of items covered under this contract. Scope of Work: Contractor shall provide and install two 3U Extended Chassis (DVC-EX) with eight (8) 2TB data drives, to replace the existing NVRs. This shall include all basic programming to bring the NVRs online and move the existing cameras over to the new NVRs. Contractor shall test the functionality of the equipment upon completion of install. Install is required 30 days after receipt of award. Contractor shall furnish all LNVR Software required to operate (DVC-EX) on a Windows 7 64bit operating system. Contractor shall provide remote support for each of the ninety nine (99) single-video channel licenses including LNVR/LDVR / HVR / Integrated Skypoint Licenses and goVision channels (when integrated).This support will consist of troubleshooting, mitigation of issues and installation of patches and updates of product during the contract term. Contractor will test the functionality of the equipment upon completion of repair. Contractor shall provide remote support for our ADV, ADVI and IDADV Access control systems. This support will consist of troubleshooting, mitigation of issues and installation of patches and updates of firmware during the contract term. Contractor shall supply Lenel Licensing Agreement for installation and service performance periods. Contractor shall perform preventative maintenance services twice per year. These services will consist of a full system hardware and software check to identify any deficiencies. Contractor shall provide one (1) software upgrade for the entire system during each contract period. Contractor will provide internet provider subscription for remote access. All work will be done by a Lenel-certified technician. And Stratton VAMC Memorandum SL-00-06 GEMS Program for proper disposal of electronic items. The Contracting Officer or his/her designee will notify the contractor of any noncompliance with the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served on the Contractor or his/her representative at the site of the work, shall be deemed sufficient for the purpose aforesaid. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all and any part of the work, and hold the Contractor in default. Inspection The COR/POC will perform the inspection in the presence of the contractor personnel, prior to the contractor personnel leaving the facility. No invoices will be processed for payment prior to the completion of POC inspection. Period of Performance The estimated period of performance is August 1, 2018 through July 30, 2019 with the provision of 4 option years.
