- A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.501(a)(1). SAFE Boats International, LLC is the only known business that can provide 19-foot Center Console 19-86 boats to conduct remote shore- and ship-based fisheries research in the Pacific Islands Region (PIR) which: •Are configured to support a range of PIFSC scientific activities, including but not limited to: oceanographic instrument deployments/recoveries, SCUBA and towed-diver operations, remote sensing, bottomfish surveys, and marine mammal surveys; •Are able to access remote locations and be deployable from a NOAA Ship utilizing a man-rated deck cargo crane and able to be recovered safely within the operational weather/sea state of the ship; •Are robust and versatile enough to carry large payloads in offshore conditions yet nimble enough to navigate the intricacies of shallow coral reefs; and •Are able to integrate seamlessly into the existing rotation of boats to mitigate the need to carry additional (boat-specific, non-standardized) spare parts, equipment, ship-board infrastructure, and tools. This procurement is being conducted under Simplified Acquisition Procedures, only one source is reasonably available. The North American Industry Classification System (NAICS) code for these item is 336612. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than Tuesday, July, 24, 2018 10:00 a.m. Pacific Time. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt. All inquiries shall be sent via e-mail to: Crystina.r.jubie@noaa.gov. The government contemplates a firm-fixed priced indefinite-delivery/indefinite-quantity contract for up to three 19 ft. Center Console 19-86 boats. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the government not to compete this action is based on this notice and solely within the discretion of the government.
