Description
This is a synopsis for non-commercial technical and engineering services prepared in accordance with the format in FAR Part 13 as supplemented with additional information listed in this notice. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. This is being announced as a sole source requirement under the authority of FAR 6.302. The North American Industry Classification System (NAICS) Code is 541330, with a Size Standard of $38.5 million, as concurred by the NUWCDIVNPT Office for Small Business Program. The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to award a Firm-Fixed-Price (FFP) contract on a Sole Source Basis to DDL OMNI ENGINEERING to develop two TEMPALT Technical Data Packages for installation on a SSGN-class submarine. DDL OMNI ENGINEERING has the inherent knowledge required to complete the task. No other vendor has the requisite knowledge and would incur great costs to become familiar with the technical data. DDL OMNI ENGINEERING possesses the proprietary CAD models, drawings, and supporting documentation required for accomplishing this requirement. Period of performance for this requirement shall not exceed one year from date of award. Work shall be performed at the contractor's facility. This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Registration is required with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.
