- Description
- This is a Special Notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions." US Army Corps of Engineers, Portland District, intends to negotiate/award a sole-source firm-fixed priced contract with Real-Time Innovations, Inc., for a one-year Connext DDS Professional, Developer Subscription; and a 160-hour Connext Support Package in support of GDACS. GDACS is the automated power plant monitoring and control system for controlling power generation from USACE Northwestern Division (NWD) hydropower plants and other federal power plants that may be linked to the NWD GDACS system. This software is required to program, maintain, and update the GDACS DDS framework. DDS is the protocol that is being used as the communications platform between various GDACS nodes. It is how the DCACS Master Station node communicates with the RTU node, and various other GDACS components on the network. DDS was developed from the RTI DDS software suite, and only DDS libraries and components from RTI Inc. can be used to program and maintain the DDS framework that is used within GDACS. Failure to procure this software in a timely manner will jeopardize the programming and maintenance of GDACS communications between GDACS components. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action. The NAICS code is 511210 Software Publishing. The size standard as defined by the U.S. Small Business Administration is $38,500,000.00. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quote to the contracting officer before the notice end date. If no affirmative written responses are received by 12:00 PM (NOON), Pacific Daylight Time on 31 July 2018, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
