Description
PSC Solicitation CLA PSC-13 – language for FedBizOpps synopsis The purpose of this contract is to hire a Knowledge Management and Organizational Learning Specialist within the Bureau for Policy, Planning and Learning's Office of Learning, Evaluation and Research. The Specialist will play an essential role in supporting USAID to become a more effective learning organization in order to become a more effective development organization, and will help USAID learn how to better support countries on their journey to self-reliance, a USAID Administrator priority. The Specialist will champion organization-wide integration of practices that support knowledge capture and transfer (including to local organizations), collaboration, learning and knowledge sharing, and adaptive management. These efforts contribute to a broader aim of ensuring that the knowledge and experience of USAID is captured and shared in order to extend the impact of past investments and minimize disruptions as programs adapt to new operational and local contexts; and to support other donors, partners and stakeholders in better sharing and applying learning. A proponent of continuous learning and adaptive management both in Washington and in worldwide field offices, the Specialist will help bridge information/knowledge silos across Bureaus, Missions, and throughout USAID. The Specialist will work as a member of the Collaborating, Learning and Adapting (CLA) Team. The team manages learning and knowledge management activities and provides knowledge management and organizational learning policy guidance, technical assistance and capacity building within USAID and its partner communities. This includes contributing to the development of policies and implementing practices and processes for knowledge management, knowledge transfer, organizational learning, and related activities. The emphasis is on people and processes rather than data management systems. The Specialist must be an individual with sound judgment and excellent communication, interpersonal, collaboration and analytical skills. The candidate must be able to accomplish a wide range of assignments, often on short notice, including performing a range of administrative functions, and be willing to step in to help with any team task, large or small, to help ensure programmatic success.
