Description
DRAFT PWS- Subject to Change DESCRIPTION Introduction: The 411th Contracting Support Brigade (CSB), Korea is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support a requirement to provide survey of an existing communication infrastructure. The Contractor shall survey, collect, and document approximately 770 communication containers, manholes, hand-holes, pedestals, and vaults in the CVC database. Account for each copper, fiber, splice point, manhole, hand hole, pedestal and vault at Osan AB, Republic Of Korea. The Contractor shall provide professional services necessary to update the Cyberspace Infrastructure Planning System (CIPS) Visualization Component (CVC) with Outside Plant telecommunications infrastructure information for Osan AB. The Contractor shall accomplish this work by collecting and recording the location of outside plant features using Global Positioning System (GPS) surveys; by entering and inspecting manholes (MH), hand-holes (HH), pedestals, and vaults; and by entering enclosure attributes and cable data into the CVC. The Contractor shall demonstrate that updated information entered into the CVC is accurate and complete by conducting progress demonstrations that include producing CVC-generated reports and drawings. The Contractor shall use the CVC available through the Air Force Portal at the CIPS website, to enter outside plant infrastructure information gathered from the Contractor's GPS Surveys and Field Inspections. The Contractor or the contractors sub-contractor must have a Government Common Access Card (CAC), access to a Government-provided computer connected to the NIPRNet, and a CVC editor account to enter data into the CVC. Place of Performance: This requirement requires work at Osan Air base in the Republic of Korea. Period of Performance: The period of performance for this contract: Not to exceed (NTE) 18 Months. Funding Source: TBD Draft PWSs will be added to this RFI/Sources Sought. The PWS is a DRAFT ONLY and will change. The purpose of the PWS is to provide as much information as possible to determine market capability for the type of service required in the draft PWS. You may present technical questions as it relates to the PWS to the Contract Specialist, who will then submit the questions to the customer technical contacts. Please respond to questions 1-8 below and provide business credentials in a-c. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on Federal Business Opportunities (FedBizOpps.gov). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The 411th CSB is seeking the following information: 1. Potential Respondents shall describe how they would propose to successfully perform this requirement. Provide information on proposed key personnel, their level or years of experience conducting same or similar work. Provide level of experience working with all of the air force database listed above. 2. List certifications or business license that will allow the performance of this work. Individual or individuals who enter data into the AF database may require a secret clearance, inform of the company's ability to meet this potential requirement. Local Korean Companies need to expressly indicate if they can meet the above requirements and by what means. 3. Potential Respondents shall describe both their existing relationships with the following entities and the extent to which such relationships would enable Respondents to successfully perform each of the services below: a. Communication Infrastructure management back ground b. Ability to upgrade, install or propose upgrade to existing infrastructure. c. Experience working with U.S Department of Defense (DOD) d. Experience with Layer 1 of the Open Systems Interconnection model (OSI model). Experience with Configuration Management Processes. f. Ability to work on POTS, VoIP, ISP FOC, and ISP CAT5E/6 cable plant(s). g. Personal identified with the proper U.S. Security Clearance for applying for an Air Force Common Access Card (CAC) h. Ability to request access or experience with having access onto the Air Force Network using a CAC? i. Experience with using and/or inputting data into Air Force online Cyberspace Infrastructure Planning System (CIPS) and the CIPS Visualization Component (CVC)? Do you currently have experience? j. Experience with copper and fiber cable management and labeling industry standards for the purpose of survey and implementation, list of standards in PWS. k. Ability to capture GPS coordinates for outside plant locations of network cablings for the purpose of inputting into CIPS/CVC? l. Ability to communicate, read, and write in English for the purpose of providing status report updates as described in PWS. 4. Do you have a Staffing Plan to support Osan AB infrastructure as identified in this RFI? The ability to show your Staffing Plan may be required once this requirement is solicited. 5. List similar projects worked on over the past 5 years and service provided to those projects. 6. How many years do you have in this business? (Relevant business) 7.
