Attachment 3 - WD 15-5383 Rev.-5 Attachment 2 - Building 196 Drawing Attachment 1 - Statement of Work Combo Visitor Center Flooring: This requirement is for the acquisition of flooring and installation services at Minot AFB. The Contractor shall provide all management, tools, supplies, equipment, and labor necessary to perform all work in accordance with these specifications. Work includes installing and or replacing: ceramic tile, cove base, patching floor, and providing labor to remedy unusual requirements related to the installation or replacement of flooring materials. All material will be contractor-furnished. The ETL requires federal agencies to consider environmentally preferable products. A search was conducted on www.epa.gov regarding carpet along with the Environmental Protection Agency (EPA) Comprehensive Guidelines (CPG). The EPA guidelines under the CPG program only cover polyester carpet, which the ETL does not allow except in Military Family Housing. In addition, the USDA designation website was checked, and carpet is identified as a category that requires purchases to be bio-based. The minimum bio based content of carpet purchased by the federal government is 7%.
