- This project is for a firm fixed-price contract. This procurement will be solicited as a small business set aside. The work of this project is defined by the contract documents. The project includes, but is not limited to the following: The project will include work that will provide installation of K-rated vehicle retarding cable system for exterior security counter measures. The Contractor is to provide all labor, supervision, materials, equipment and associated accessories for the installation of an engineer-rated, K-rated vehicle retarding cabling system and removable, lockable K-rated bollards at the Rosa Parks Federal Building in Detroit, MI. This procurement is a total small business set aside. The Request for Proposal (RFP)is anticipated to be issued on or about July 30, 2018. Offers will be due on or about August 29, 2018 (the actual date of receipt for proposals will be stated on the solicitation). No public bid opening procedures are applicable for this solicitation. After award, the contract completion time for this project is 60 calendar days from notice to proceed. The estimated cost range for this project is between $250,000 and $500,000. This is a negotiated, best value procurement. The North American Industry Classification System (NAICS) code is 238990 with a size standard of $15 million. The evaluation factors to be used are total evaluated price, past performance, and experience. The non-price factors, when combined, are significantly more important than price. As the non-price factors of offerors becomes more equal, price becomes more important. The solicitation cited above can only be obtained by accessing a secure website known as FedBizOpps. FedBizOpps is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. It is fully integrated with other electronic government initiatives such as the System for Award Management (SAM) database, and is available for use by all Federal agencies. In order to obtain information from FedBizOpps, you will first be required to register with SAM. The System for Award Management database is a part of the Business Partner Network, an e-gov initiative, and will be used to validate vendor identity. All government contractors must be registered in SAM prior to receiving an award. You may access SAM at the following URL www.sam.gov. Once you have registered with SAM you will be required to register with FedBizOpps. No federal materials can be downloaded until you have registered under both sites. You may access FedBizOpps via the following URL https://www.fbo.gov. Potential offerors will be responsible for downloading the solicitation and monitoring the Federal Business Opportunities website for amendment(s), if any, to the solicitation. Offer due date and time for receipt of proposals will be posted in the solicitation. All offers and requests must be submitted to General Services Administration, Public Buildings Service, Acquisition Management Division, Attn: Kendrall Masten and Selena Haavig, 230 S. Dearborn, Suite 3500, Chicago, IL 60604. Any questions regarding this notification should be directed to the Contracting Officer, Selena Haavig, at selena.haavig@gsa.gov. The awardee will obtain a security clearance prior to beginning work on-site under this contract, with the exception of contractors who will work less than 15 days who may be escorted in lieu of the background checks. For long term employees, in accordance with HSPD-12, background investigations will be conducted and the results are to be adjudicated before issuing identification to contractors requiring long-term access to the federally controlled facilities and information systems. The full extent of the work will be described in the solicitation when it is posted. No other information will be available before the solicitation is posted.
