- FEDBIZOPPS.GOV ANNOUNCEMENT: SPECIAL NOTICE CLASSIFICATION CODE: J - Maintenance, repair, and rebuilding of equipment SUBJECT: One (1)-year service contract for High Resolution Inductively Coupled Plasma Single Collector Mass Spectrometer CONTACT POINTS: Gizabi, Sedigah, Contract Specialist (301) 975-8429; Singman, Robert, Contracting Officer (301) 975-6388 The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole-source basis, with Thermo Fisher Scientific, Inc. under the authority of FAR Part 13.106-1(b), for the procurement of One (1)-year service contract for High Resolution Inductively Coupled Plasma Single Collector Mass Spectrometer that is being used by NIST Physical Measurement Laboratory (PML), in Gaithersburg, MD. ***** Sole source determination is based on the need to acquire one-year service contract form Thermo Fisher Scientific, Inc. for NIST existing Thermo Element2 ICP-MS instrument to continue to improve metrology in the nuclear forensics arena. To fulfill customer needs through the provision of NIST Standard Reference Materials (SRMs) and proficiency testing (PT) samples and development of methods used for the value assignment of elemental and isotopic data to SRMs; the NIST PML has begun to expand their focus to include SRMs as well as PT samples for nuclear forensics which requires the sensitivity offered by mass spectrometry techniques for radio-elemental and isotopic value-assignment. To achieve the necessary accuracy and precision required for these analyses, NIST uses a Thermo ELEMENT2 high resolution inductively coupled plasma mass spectrometer (HR-ICP-MS). The optimal and continual operation of this instrument is critical to the delivery of SRMs and PT samples for the nuclear forensics community and ultimately to national security. Only Thermo Fisher Scientific, Inc. has the unique capabilities of providing all parts and service that will be required for maintenance of the HR-ICP-MS that meet the Government's minimum requirements which makes them uniquely qualified. ***** The North American Industry Classification System (NAICS) code for this acquisition 811219 - Other Electronic and Precision Equipment Repair and Maintenance, with a size standard of $20.5 million. ***** A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
