- RFI_N02CO82598-8 The National Cancer Institute (NCI) Office of Acquisitions (OA), in support of the Center for Cancer Research (CCR) is seeking information on how an interested and qualified Contractor could provide services for structural studies of extracellular domains of Chimeric Antigen Receptor (CAR) and other immunologically relevant receptor proteins. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes only. This is NOT a solicitation for proposals, proposal abstracts or quotations. The Government will not accept unsolicited proposals in response to this notice. No reimbursement will be made for any costs associated with providing information in response to this RFI. Responses to this request will not be considered adequate responses to a solicitation. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. No proprietary, classified, confidential, or sensitive information shall be included in your response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. REQUIREMENT Reference the attached DRAFT Statement of Work. RESPONSES Information may be submitted regarding the draft Statement of Work, including feedback concerning any areas of support that may be missing or inadequately defined, and/or suggestions for handling this type of requirement. More specifically, interested parties are requested to: • Assist in identifying if the requirement is inadequately or ambiguously defined. • Suggest information or data that the Government could provide to improve your ability to accurately estimate pricing. • Provide feedback on contract type. The Government is contemplating a hybrid Firm-Fixed-Price/Time and Materials type contract, with an emphasis on maximizing Firm-Fixed-Price tasks. The Government is seeking innovative approaches for balancing the cost-risk of this requirement. • Identify the requested services as either commercial or non-commercial, pursuant to the Federal Acquisition Regulation (see FAR subpart 2.1), and explain why. • Provide any other comments, suggestions, or feedback.
