Description
By way of this Market Survey/Sources Sought Notice, the USACE-Chicago District intends to determine the extent of firms that are engaged in providing the services described hereunder. The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposals (RFP); it does not guarantee the future issue of a RFP; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. Proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future Solicitation, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. Contracting Office Address: U.S. Army Corps of Engineers - Chicago District Office 231 South LaSalle Street, Suite 1500 Chicago, Illinois 60604 BACKGROUND: The Ambridge Neighborhood Sewer Rehabilitation project is designed to rehabilitate the worst sewers in the neighborhood. The sewer pipelines in this neighborhood are predominantly vitrified clay pipe and range in size from 10 inches to 30 inches in diameter. The sewers in this area are combined sewer and are over 100 years old, have exceeded their life expectancy, and are in poor condition with many broken, fractured and cracked pipes. In addition, there are many offset or open joints, many with root intrusion that cause sand infiltration and heavy infiltration and inflow (I/I) of ground water. This heavy I/I reduces the capacity of the combined sewers causing backups and Sanitary Sewer Overflows (SSOs), and is an environmental hazard. The broken and fractured sewers also contribute to failed pavement in the streets, highways and alleys as well as contribute to sewer backups in homes and businesses. The combined sewers included in this project were inspected by using closed-circuit-television (CCTV) utilizing the Gary Sanitary District's (GSD) own equipment and staff and occasionally a contractor. The video tapes were reviewed, sewer defects analyzed and recommendations for rehabilitation were prepared. Sewer segments were prioritized for work as part of this project based on several factors, including; the severity of pipe defects, the proximity of the defects to the high traffic roads such as the state highways and recommendations made by Gary Sanitary District staff. GOVERNMENT REQUIREMENTS: Rehabilitation of the sanitary sewers as described below: Thorough cleaning of the sewer; Root removal by using technologies such as cured - in-place-pipe (CIPP) Lining. Lining a sewer pipe with CIPP provides fully structural rehabilitation; i.e., upon installation the liner is designed to take the loads on its own and does not rely on the host pipe; and Replacing some of the existing sewers either entirely or partially with new sewers by typical open-cut excavation. Partial or full replacement is required where the pipeline is too damaged to allow the liner to be installed. REQUESTED SURVEY INFORMATION: This Agency requests that interested contractors complete the following questions to assist the government in its efforts to survey the market. 1. In consideration of NAICS code 237110 "Water and Sewer Line and Related Structures Construction" with a small business size standard in dollars of $36.5M, which of the following small business categories is your business classified under, if any? Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business. 4. Is your firm capable of obtaining performance and payment bonds for a project valued between $1,000,000.00 to $5,000,000.00? 5. Is your firm interested in performing as a sub-contractor or a prime? 6. Does your firm have direct experience as a prime contractor in the work described for this project? If so, how many years?
