- 1305M218QNRMA0074 Solicitation Package Statment of Need - EK 80 Statement of Need - KSYNC The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Kongsberg Underwater Technology, Inc. (KUTI) to provide two (2) EK 80 Wide Band Transceivers (one each of part #402578 and #402581), and one (1) KSYNC device part #365578 for the NOAA Ship Okeanos Explorer in North Kingstown, RI. Justification for Sole Source The NOAA Ship Okeanos Explorer is the only federally funded U.S. ship assigned to systematically explore our largely unknown ocean for the purpose of discovery and the advancement of knowledge. The two (2) EK 80 Wide Band Transceivers are sonars used to explore the water column for biomass. The acquisition of these transceivers will allow the previously installed EK 60 transducers to operate as wide band split beam fishery sonars to collect wide band water column data instead of at single discrete frequencies. The KSYNC unit will synchronize oceanographic scientific sonars so they can run simultaneously without interfering with each other. Being able to run all of the ship's sonars concurrently will result in more exploration data and a higher likelihood of scientific discovery. KUTI is the exclusive representative for sales and service of the Kongsberg Hydrographic as well as the Simrad Underwater Science product line within the United States and are responsible for all aspects of these products. They have established a professional engineering staff which has been trained in all facets of installation, support, maintenance, calibration, and training of these products. Other manufacturers of wide band transceivers and sonar synchronization devices are not compatible with the KUTI transducers and sonars already installed on the Okeanos Explorer. Without the addition of these three products the Okeanos will be unable to run all of their radars simultaneously and at the maximum bandwidth, which could result is uncaptured data and research. Sources Sought This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the supplies may submit substantiating documentation in writing within ten (10) days of this notice. Responses can be sent via e-mail to elliott.waxman@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
