Description
"Install cable on open end of double circuit line BGG-HM (Big George-Heart Mountain) and convert the HM-NC (Heart Mountain-North Cody) 69kV line to 115kV" NOTE: All responses to this IFB shall be mailed to Western Area Power Administration, Rocky Mountain Region, P.O. Box 3700, Loveland, CO 80539-3003, ATTN: Cansu Teano. Physical Address for hand carried bids: Western Area Power Administration, Rocky Mountain Region, 5555 East Crossroads Boulevard, Loveland CO, 80538. The Western Area Power Administration, Rocky Mountain Region has a requirement for a contractor to provide all the labor, materials, tools, equipment, transportation, and other resources necessary to complete this project. The principal components of work includes; 1. The principal components of the Transmission Line work include the following: a. Install 10.8 miles of new 477 ACSR HAWK conductor on unused east side of steel monopoles between Big George Substation and structure 2/1 (New structure 10/5 on BGG-NC 115kV) on existing HM-NC 69-kV Transmission Line. b. Remove 2.4 miles of existing 3/8-Inch high strength overhead ground wire from BGG-HM structure 8/6 to Heart Mountain Substation c. From Big George Substation, install 11.2 miles of 48-fiber,.465 inch OPGW on east side of existing double circuit steel monopoles up to structure 8/6, swap to west side at 8/6 and on to single circuit steel monopoles from BGG-HM structure 10/5 into Heart Mountain Substation. Install 2 miles of new 3/8 extra high strength overhead ground wire between BGG-NC structure 8/6 on east side of existing double circuit steel monopoles to existing HM-NC structure 2/1 (new structure BGG-NC structure 10/5) d. Install 2 new direct embedded weathering steel monopoles, 6/5A and 6/7A, near Glendale Tap Structure to span over Glendale Tap line. e. Install one 3-pole wood angle structure for new 115-kV North Cody approach into Big George Substation. f. Convert existing HM-NC 69-kV line to 115kV from HM-NC existing structure 2/1 to North Cody Substation with new glass insulators on single circuit suspension steel monopoles and south side of Buffalo Bill-North Cody double circuit steel monopoles into North Cody Substation. g. Relocate North Cody-Pendley (NC-PNY) 69-kV line for new approach into west side of North Cody Substation by moving south steel monopole, 48/3B, on existing NC-PNY 69-kV line onto new foundation approximately 125 ft back online, adding 1 (one) new weathering steel monopole structure 48/4 on new foundation, two 3-pole glued laminated structures, 48/5 and 48/6, new 477 ACSR HAWK conductor into take-off structure, and new 3/8 EHS Overhead Ground Wire up to glued laminated structure 48/5 and from structure 48/6 into the take-off structure. h. Relocate HM-NC 69-kV line for new 115-kV approach into south side of North Cody Substation, adding 1 (one) new weathering steel monopole structure, 5/4, on a new foundation, new 477 ACSR HAWK conductor, and new 3/8 EHS Overhead Ground Wire into take-off structure. 2. The principal components of the Big George Substation, Stage 03 and North Cody Substation, Stage 05 work include the following: a. Service Building and sitework at Big George Substation b. Install the following Government-furnished equipment at North Cody Substation: Power transformers, power circuit breakers and coupling capacitor voltage transformers with support structures. c. Install the following Government-furnished equipment at Big George Substation: Power circuit breakers and coupling capacitor voltage transformers with support structures. d. Furnish and install the following at Big George Substation: Disconnecting switches, coupling capacitor voltage transformers, combination load interrupter and fuse disconnecting switch, distribution transformer, high voltage bus, grounding system, conduit, insulated cables, fiber optic cables, safety switch, distribution boards, terminal boxes, junction boxes and outdoor lighting units. e. Furnish and install the following at North Cody Substation: Disconnecting switches, coupling capacitor voltage transformers, load interrupter switches, voltage transformers, combination load interrupter and fuse disconnecting switch, high voltage bus, grounding system, conduit, insulated cables, distribution board, terminal boxes, junction boxes and outdoor lighting units. The work is located near Cody, Wyoming, All work shall be completed 360 calendar days after the date of receipt of Notice to Proceed. The estimated order of magnitude is between $5,000,000.00 “ 10,000,000.00. FAR Part 14, Sealed Bidding is being utilized for this requirement. The solicitation will be issued as a 100% small business set-aside. The applicable NAICS Code is 237130; Size Standard is $36.5M. The solicitation including specifications and drawings will be issued electronically at this site on or about 27 July 2018 at the following sites: https://www.fbo.gov and https://www.fedconnect.net. NOTE: the Buy American Act applies to the solicitation. Refer to FAR Clause 52.225-9 (Section I) and FAR Provision 52.225-10 (Section L) if any non-domestic material will be proposed. Bidders must identify any non-domestic materials (not manufactured in United States) included in their bid. Please check with your suppliers and subcontractors to verify whether or not their quotes include non-domestic material.
