This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. This is for information and planning purposes and shall not be construed as an obligation on the part of the Government. The purpose of this sources sought is to identify all qualified businesses, including Service-Disabled Veteran-owned Small Businesses (SDVOSB) Veteran-Owned Small Business (VOSB), Small Disadvantaged Businesses (SDB), Women Owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, 8(a) Small Business and Large Business concerns that are interested in and capable of performing the work described herein. Your response to the sources sought will assist the Government in determining the appropriate acquisition method, including whether or not a reasonable expectation of a set-aside exists. Responses to this notice shall include the following: Company name address point of contact phone, fax, and email DUNS number Type of small business, if applicable, (e.g. Services Disabled Veteran Owned Small Business, Veteran-owned small business, 8(a), HUB-Zone, Women Owned Small Business, Small disadvantaged business, or Small Business) and a capability statement that addresses the organization s qualifications and ability to perform as a contractor for the work described below. All Offerors who provides goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at https://www.sam.gov. Additionally, all Services Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered and verified with the Vet-Biz Registry located at https://www.vip.vetbiz.gov The Department of Veterans Affairs, Veteran s Integrated Services Network 21, Network Contract Office has a requirement for Contracted Emergency Residential Services (CERS) for homeless Veterans in the Geriatric program of the Palo Alto Healthcare System to provide services for Santa Cruz, Monterey, San Jose, San Joaquin, San Mateo and Santa Clara county areas. Services are being procured in accordance with Public Law 107-95 and Title 38, Chapter 20 and shall consist of community-based residential care and treatment provided 24 hours a day, 365 days per year. Services to be provided include but are not limited to: Case management; Therapeutic and Rehabilitative Services such as individual and group therapy, social skills training, and relapse prevention; Medications management and Room and Board consisting of: One single bed per occupant One dresser with at least two drawers storage space indoor lounge area laundry facilities where Veterans can do their own laundry and at least three nutritious meals per day. It is the VA s intention to solicit proposals on a competitive basis for a Firm-Fixed Price, Indefinite Delivery and Indefinite Quantity (IDIQ) contract. The contract will include a base year (one year from date of award), with four (4) one-year renewal options that can be exercised at the option of the Government. This solicitation will be issued as a commercial item in accordance with FAR Part 12. NAICS is 623220, 623990, 624221, or 624229. The solicitation is expected to be issued on or about August 1, 2018 with responses due on or about August 27, 2018.
