- LCAC SIU SOW-Draft SYNOPSIS/ PRE-SOLICITATION CONFERENCE ANNOUNCEMENT (LCAC Sensor Unit Interface / N61331-18-R-0010) Synopsis The Naval Surface Warfare Center Panama City Division, FL (NSWC PCD) intends to solicit proposals on a Small Business Set-Aside competitive basis to fabricate, assemble, inspect, integrate, test, and deliver Sensor Interface Units (SIU). The SIU is the required interface and aggregator for various craft sensors and transmits the data collected to the Landing Craft, Air Cushioned (LCAC) Control & Alarm Monitoring System (CAMS). The resulting contract will require fabrication and acceptance of a First Article. The highest level of security classification required for this effort is up to the SECRET level to support testing onboard the LCAC. The Government anticipates a Firm Fixed Price (FFP) type contract for development and provision for FFP delivery orders for approximately 72 production units. The place of performance will be the contractor's facility and at the Naval Surface Warfare Center (NSWC) Panama City, FL 32407. Vendors interested in submitting a proposal to this solicitation must send a request for the specification to vincent.j.tomasi@navy.mil. Specification will be sent out by encrypted email. Requesting vendor must be a U.S. based firm and must supply the following information with the request: Cage Code, address, phone number, POC and email address. The period of performance shall be a base year and four option years. Delivery will be F.O.B. Destination to the Naval Support Activity Panama City (NSA PC), Receiving Office Building 100, 100 Vernon Ave., Panama City, FL 32407. The North American Industry Classification System (NAICS) code is 334515 with a small business size standard of 750 employees. The Product Service Code (PSC) for this requirement is 5998, Electrical and Electronic assemblies, Boards, Cards, and Associated Hardware. This requirement will be a Small Business Set Aside. Sources Sought Announcement, N61331-18-Q-KN01 was issued on 28 March 2018 with a closing date of 12 April 2018. Note: NAICS Code 335999 was used with this announcement. This was a Request for Information available for both large and small businesses to respond. The capability statements submitted underwent a technical review for all respondents. The NSWC PCD Small Business Office concurs with the Small Business Set Aside decision. The vendor must be a U.S. based firm. It is anticipated that solicitation N61331-18-R-0010 will be available for download on or around September 2018. The solicitation will be made available electronically upon its release to FEDBIZOPPS, https://www.fbo.gov. Interested parties are solely responsible for monitoring the aforementioned website for postings of the solicitation and any amendments thereto. The Department of Defense will no longer award contracts to contractors not registered in the System for Award Management (SAM) database. Registration may be accomplished by accessing the SAM website at http://www.sam.gov. There is NO FEE to register, or maintain your registration, in the System for Award Management. Pre-Solicitation Conference Information NSWC PCD intends to conduct a Pre-Solicitation Conference at the La Quinta Inns & Suites located at 7115 Coastal Palms Blvd, Panama City Beach, Florida on Tuesday, 7 August 2018 from 10:00 to 12:00 pm CST. This conference is in support of the Landing Craft, Air Cushioned (LCAC) Sensor Interface Unit (SIU) design and fabrication. This requirement will be a Small Business Set Aside. The NSWC PCD Small Business Office concurs with this determination. All interested parties MUST notify their intent to participate.
