Description
Portsmouth Naval Shipyard intends to issue a sole source solicitation to VACCO Industries (Cage: 99517). Portsmouth Naval Shipyard requires the restoration of Hovering and Depth Control (HDC) Pressurization and Vent Valves installed aboard a USS Submarine. VACCO is the designer and original equipment manufacturer (OEM) of the VACCO HDC valves requiring repair. These are "direct replacements" parts/components for existing equipment. VACCO Industries possesses the necessary proprietary data, drawings, knowledge, material, and expertise needed to provide the repair service required. There are no VACCO-authorized sources, such as re-sellers or subcontractors, that manufacture or repair the HDC units. The requirement is for the supply the services of VACCO technician(s) to provide all required material support to accomplish the repairs to the port and starboard HDC pressurization and vent valve assemblies. The Statement of Work (SOW) encompasses the material, technicians and mechanics, management, supervision, and transportation necessary to clean, repair, test and certify the repair of HDC valves 13/15, and 14/16 satisfactorily meeting all technical and operational specifications in accordance with VACCO drawings and applicable Submarine Maintenance Standard(s). The NAICS Code will be 332912. The proposed contract action is for the procurement of services for which the Government intends to solicit and negotiate with one or a limited number of sources under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to this requirement. For proprietary reasons, the only source is the original equipment manufacturer (OEM), VACCO Industries (CAGE: 99517), a large business. This notice of intent is not a request for competitive proposals. This notice is for informational purposes only. Solicitation documents are not available at this time. A determination of the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
