- The U.S. Department of Housing and Urban Development intends to negotiate and award on a sole source basis to Moody's Analytics, Inc., 7 World Trade Center, 250 Greenwich Street, New York, NY 10007 (USA), under the authority 41 U.S.C. 253(c) (1), as set forth in FAR 6.302-1. This acquisition is for a commercially-available online subscription service provides for annual access to web-based software applications that provide current and historical ratings and financial analyses of healthcare facilities. The purpose of this acquisition is to assist the HUD personnel in the performance of their duties underwriting and monitoring loans under Section 242 of the National Housing Act, wherein HUD insures the mortgages of acute care hospitals. Moody's Analytics, Inc., enables HUD to perform care underwriting and proactive loan monitoring to achieve a low claim rate of 2.0% over the life of the program. The stated objective supported by this procurement is to avoid insurance claims. Moody's Analytics, Inc. provides financial subscriptions and credit ratings databases that are unique and are only provided by their firm. Moody's electronic ratings delivery products that is unique because they support the integration of Moody's ratings and related financial information. Moody Analytics provide the market standard for financial analysis, risk assessments, economic forecasting, and stock market research to corporations, government agencies, investment banks, brokerage firms, and academic institutions. The period of performance is for a 12- month base period plus 4 one year option periods. Moody's Analytical is the only vendor that can provide its electronic ratings and institutional credit analysis services that meets the Government's needs. The NAICS code is 519130 and the size standard is 1000 employees. This notice is not a request for competitive quotations. However, any firm that believes it can meet these requirements may submit a written response via email to brenda.k.lee@hud.gov by 12:00 PM Eastern Standard Time on June 27, 2018. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Information received will be considered; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government. If no responses are received, the HUD will proceed with the sole source award to Moody Analytics. The anticipated award date of this requirement is around July 27, 2018.
