Description
REQUEST FOR INFORMATION DEPARTMENT OF HOMELAND SECURITY IMMIGRATION AND CUSTOMS ENFORCEMENT TRANSPORTATION (ARMED GUARDS) A. Introduction The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) is issuing a Request for Information (RFI) to identify potential sources for the Salt Lake City Area of Responsibility (AOR), inclusive of Nevada, Montana, Utah and Idaho. Sources must provide armed guards to transport detainees in ICE custody and detention officer services in the Las Vegas field office, under the authority of the Immigration and Nationality Act, as amended. The information obtained through this RFI is to obtain market information and capabilities for planning purposes and to determine appropriate strategies to meet the Agency's requirements. This RFI is issued solely for information and planning purposes and does not constitute a request for quotes or proposals or a commitment for a future solicitation. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Responders are advised that the Government will not pay for any information or administrative cost incurred in response to this announcement and information submitted in response to this RFI will not be returned. ICE is responsible for the detention of illegal immigrants in removal proceedings and detainees subject to final order of removal. ICE houses detainees in a variety of federal, state, local, and private facilities to fulfill the transportation, detention, and guard portions of its mission. Services for male and female detainees, criminal and non-criminal detainees in a manner consistent with ICE's National Detention Standards (NDS) 2000 and its civil detention reform initiatives. This notice seeks to identify sources that can provide comprehensive armed guard, transportation and detention services in the Las Vegas area with transportation routes outside of Las Vegas. Services include but are not limited to trained and qualified management staff, supervision, manpower, and uniforms (which includes firearms, ammunition, body restraints, non-lethal devices, body armor, hand held radios w/frequency and/or cellular telephones), five (5) days a week. Services are performed in a fully controlled, secure, safe and supervised environments; staffing of fully trained, knowledgeable and responsive personnel. Staff must have proper security clearances certifications, and licenses to efficiently carry out the detention management and administrative duties required by the contract, laws and regulations. The EQIP process is required as well as drug testing, finger printing and other screening process necessary. Request for Information (RFI): Transportation (Armed Guards) Services Page 2 of 3 B. Requirements Overview B.1 - Armed Transportation Services ICE anticipates normal transportation requirements other than hospital visits and local needs consisting of the following routes, as well as potential routes that will be run as-needed (on-demand). Transportation will be by the most direct means, using traditional highways. Transportation will include regular routes as well as ad hoc, unscheduled runs. B.2 - Guard and Escort Services Position Las Vegas Intake Officers 5 Provide stationary guard and escort services in accordance with the ICE National Detention Standards for detainees that are sent to medical facilities or doctor's appointments, hearings before the Executive Office of Immigration Review, attorney interviews at Nye County Jail, the Legal Orientation Program at Nye County Jail, detainee visitation at Nye County Jail, and for asylum, consulate or any other hearings or interviews as required. Request for Information (RFI): Transportation (Armed Guards) Services Page 3 of 3 Provide intake duties to include, but not limited to, processing all new arrivals into ICE hold rooms and detention facilities utilized by the Las Vegas ERO sub-office. Entering all required data, photos, and basic information into appropriate systems and databases such as EAGLE, and EARM. C. Performance Expectations C.1 - ICE National Detention Standards (NDS) 2000 and Additional Standards The contractor is required to perform in accordance with the ICE NDS 2000, https://www.ice.gov/detention-standards/2000, American Correctional Association (ACA) Standards for Adult Local Detention Facilities (ALDF), and Standards Supplement, Standards for Health Services in Jails, latest edition, National Commission on Correctional Health Care (NCCHC). Some ACA standards are augmented by ICE policy and/or procedure. In cases where other standards conflict with DHS/ICE Policy or Standards, DHS/ICE Policy and Standards prevail. ICE Inspectors will conduct periodic inspections to ensure compliance of the standards. C.2 Contract Type To be determined after the conclusion of market research.
