Description
Evaluation Factors rev1 Q&A Q - Will Design Alaska be precluded from the Design? A - They do not have a competitive advantage from having completed the initial investigation. The evaluation for the design will be on the firms qualifications to complete the work. Their capabilities statement should not be affected by their amount of knowledge of the project. The SOW was created from the investigation report and should reflect any knowledge required from it. Q - The engineering NAICS Code is (541330) but it seems like an architectural firm (NAICS Code 541310) would be Prime. Are you looking for an engineering or architectural firm to Prime/Lead the project? A - The Prime/Lead firm can be either Architect or Engineering as long as they can show the ability to provide the required disciplines and complete the project. Q - Under evaluation factors, the statement ""Firms with greater breadth of in-house expertise will be rated higher than those needing to hire sub-consultants", seems to favor larger companies as most small firms will need to contract with other highly qualified speciality firms in order to provide the most experienced key personnel. A - Note that the requirement is a 100% Small Business Set-Aside, therefore large companies will not be able to compete. Futhermore, after considering the concern, the sentence that was referenced has been updated to state "Firms with greater breadth of in-house expertise will be rated higher than those needing to hire sub-consultants, however, professional qualifications specific to this requirement are weighted higher than whether the personnel are in-house or sub-consultants." Firms must ensure that their sub-consultants' professional qualifications, past performance and questionnaires are included in the submittal package.
