- Approved JOFOC This is an Energy Savings Performance Contract (ESPC) to improve the energy performance of several federal facilities for the General Services Administration (GSA), Region 9, Los Angeles Service Center. Federal facilities include 300 North Los Angeles Street, the adjoining Roybal Federal Building, Huntington Park (Social Security Administration Building), Reagan United States Courthouse, and Long Beach Federal Building (Glenn M. Anderson Federal Building). The contract action being approved is a within-scope modification of the Los Angeles ESPC on a sole source basis for Phase 2B, which is only obtainable from the original source who performed services for Phases 1 and 2A. Phase 2B is a continuing sub phase of Phase 2 to the existing Los Angeles ESPC. Phase 2 was broken into two sub-phases due to some ECMs being more complex than others. This unique structure allowed the Government to quickly realize substantial energy savings from the less complex ECMs while the highly complex ECMs could be fully developed over a longer period of time. Phase 2A was initiated and finalized to perform the less complex ECMs. Phase 2B was deferred to be awarded at a later date to allow for technology growth in battery storage technology as well as allow for application for significant rebates and incentives from the utility provider. The complex ECMs included adding battery systems at the Reagan and Anderson Federal Buildings and deactivating a failing absorption chiller and cogeneration system at the Anderson Federal Building. This procurement action will be a firm fixed price modification using FY2018 type funds.
