- No solicitation is being issued or requested at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. This is a pre-solicitation notice (synopsis) for a construction acquisition in accordance with the format in FAR Subpart 5.2, as supplemented with additional information included in this notice. All applicable provisions and clauses will be included in the actual solicitation. This electronic announcement constitutes the only pre-solicitation notice being issued. The solicitation is expected to be issued on or after 27 July 2018. The closing date and time for submission of proposals will be contained in the solicitation package the date and time for pre-proposal conference will be also be announced in the solicitation package, which will be made available on government point of entry (GPE) web site at http://www.fbo.gov at that time. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Contractors MUST be registered in the System for Award Management (SAM) database along with having completed Online Representations and Certifications or his/her proposal will not be considered. Further information on SAM web site is available at https://www.sam.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. Description The construction acquisition is to install Four (4) new Elevators to Americans with Disabilities Act (ADA) compliance at Falcon Stadium at the United States Air Force Academy, CO. The purpose of this project is to provide vertical transportation between the existing lower, middle and upper concourses (levels) on the west (home) side of the stadium. This 'vertical transportation' consists of two (2) elevator towers each with two (2) ADA compliant combination passenger/freight elevators. These four (4) new elevators will be installed and will provide pedestrian/freight access and emergency stretcher access to all three levels. This project will also include the installation of telecommunication, electrical power and storm sewer lines as required. The project will be advertised with 100% for construction drawing and specifications. The project requires several construction trades including, electrical, plumbing, concrete, landscaping, and HVAC. This project is considered a general construction project under NAICS code 236220, Commercial and Institutional Building Construction. This acquisition strategy is developed with consideration of price, performance/schedule, and technical risks associated with acquisition and performance of this requirement, and the strategy mitigates all risks to the maximum extent practicable. The contractor shall provide all labor, materials, transportation, equipment, and supervision necessary to accomplish this project. All work shall be accomplished in accordance with requirements contained in the Drawings and Specifications, and other attachments included with the solicitation. This acquisition is set aside for Woman-Owned Small Businesses (WOSB), all others will be deemed ineligible for award. The North American Industries Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction and the Small Business Administration (SBA) small business size standard is $36.5M. Magnitude of construction is between $1,000,000 and $5,000,000. The proposed contract would be awarded to one vendor as a firm-fixed price construction contract. Current estimated completion time is 265 calendar days; the window for construction starts 24 Nov 2018 and ends 16 Aug 2019. All future notices will be posted under the current solicitation number (FA7000-18-R-0011). A solicitation is not available at this time; therefore do not request a copy of the solicitation. The United States Air Force at this time is not seeking proposals and will not accept unsolicited proposals.
