Description
RFI 1: Can this contract be set-aside as HUBZone? Response 1: The Contracting Officer has determined to proceed with this contract as a small business set-aside and have already synopsized it as such. That will not change. RFI 2: In Exhibit A, there is no line item to add charges for weekly pick and transportation except Expedited pickup. Response 2: Unit cost of a test is all inclusive. Unit cost should include "regular" transportation cost. There is no separate CLIN for "regular" transportation cost. RFI 3: If estimated analysis count in each line items exceeds as listed in Exhibit A per year count, is it billable? Response 3: Yes, it is billable. RFI 4: In Exhibit A TCLP Metals listed as SW-846 6020B, EPA and TCEQ accepts SW-846 6010C instead of 6020B. TCLP metals permit limits higher than 6010 method limits. Does contractor have an option to change method 6010 instead of 6020? Response 4: Our permit requires us to use the most current editions of EPA SW-846. Method 6010C is not the most current edition; therefore we cannot use that test method. Method 6020B is the most current test method and allows for greater detection limits. TCLP limits do not change regardless of test method. The only time limits change is due to matrices i.e. groundwater. RFI 5: Page 45 of the RFP states "Failure to submit a copy of state physician license and Emergency Medical Services registration will result in your quote being rendered non-responsive and being rejected." We are unsure as to how this is relevant to this solicitation. Please confirm that the only required certification to be submitted with the proposal is the NELAP certification. Response 5: The statement on page 45 in reference to the state physician license and Emergency Medical Services registration is irrelevant to this contract. RFI 6: Please confirm the deadline for the above referenced RFP. Is it August 3, 2018, 12:00 p.m. (per FBO notice) or July 17, 2018, 12:00 a.m. (per solicitation)? Response 6: The due date is 3 August 2018, 12:00 p.m. CDT per the FBO notice. NOTE: RFI SUBMISSION DUE DATE IS 20 JULY 2018, 4:00 PM (CDT).
