- Description
- The John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, in support of the Federal Aviation Administration (FAA) has a requirement to procure services from a contractor to select an ideal site for a Helicopter and Fixed-Wing Dose Response Survey. The survey shall focus on long term exposure and annoyance as well as single event noise exposure and annoyance at a site, in keeping with the National Environmental Survey (NES) guidance. The contractor shall provide equipment and staff support to assist the Volpe Center in the selection and characterization of a survey site in order to meet the following objectives: 1) Identify Site Selection Criteria and Meta-Selection Criteria; 2) Obtain and Parse PDARS Data for use in AEDT Modeling; 3) Develop and Refine Modeling Protocol; and 4) Utilize Selection Criteria, META Selection Criteria and Modeled Exposure, Select Survey Site and Sub-Regions for Surveys. In as much as is possible, consistency in methodology between the two surveys is required. The Government intends to award a firm fixed price purchase order on a sole source basis under FAR Subpart 13.106-1(b) to Harris, Miller, Miller and Hanson (HMMH), Burlington, MA. The NAICS Code is 541990; the Small Business size standard is $15M. Notice: Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firms' capability to provide the required services. Written capability statements must be submitted within ten (10) calendar days from the date of publication of this synopsis. Responses received after ten (10) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government. Telephone calls made in place of the required documentation will not be accepted.
