- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b) (1), with LS Instruments AG located at Passage du Cardinal 1, 1700 Fribourg, Switzerland to purchase a 3D Cross-Correlation Laser Light Scattering System. The Materials Science and Engineering Division (MSED) is involved in the advancement of static and dynamic laser light scattering (SDLLS) methods for the characterization of polymer solutions, networks and gels. SDLLS is used to quantify molecular, thermodynamic, and transport properties in dilute solution. In addition to such dilute solution characterization, MSED have research programs to characterize polymers with novel chain architecture, networks and gels under non-dilute concentrations. These polymer solutions, gels and networks are typically turbid, heterogeneous, and non-ergodic. Due to multiple scattering, the molecular, thermodynamic, and transport properties cannot be measured reliably by traditional single-beam SDLLS. NIST seeks novel methods to reduce the effects of multiple scattering by turbid and concentrated solutions may be reduced using multiple-beam cross-correlation SDLLS. This instrumentation advancement combined with automated sample rotation permit quantification of ergodicity and sample heterogeneity allowing for more precise measurements of molecular, thermodynamic, and transport properties in turbid and heterogeneous media. To meet current mission requirements, NIST requires a commercially available research-grade SDLLS instrument capable of measuring the angular-dependent static and dynamic scattered intensity to characterize molecular, thermodynamic, and transport properties. Technological advancements that use two-beam cross-correlation, modulated intensity and automated sample rotation led to break throughs in reducing multiple scattering, increasing signal-to-noise level, and quantification of non-ergodic non-dilute solutions. This breakthrough in hardware and optical design when integrated into one SDLLS instrument serves as the world state-of-the art for new commercial instrumentation. Such new measurement capabilities when applied to polymer solutions and gels would enable quantification of unique materials that could not be done previously. LS Instruments AG is the only manufacturer of a SDLLS with the additional capabilities of measuring turbid and non-ergodic samples. The technology of using 3D cross-correlation, optical modulation, and sample rotation have been developed by LS Instruments and market research has shown that currently they are the only commercial manufacturer of an instrument meeting NIST's minimum requirements. Given these facts, LS Instruments AG is the only source reasonably available to provide the required equipment. The resulting purchase order will be a Firm-Fixed-Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:59 am EST 07/27/2018, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
