- This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 333314 with a size standard of 500 employees. Brief Description of Requirements: • 1175925: PALADIN COMPACT 355-4000 LASER SYSTEM AIR COOLED Rev. 2 o Repetition Rate: 120±2 MHz, tuned to 118.99 MHz o Wavelength:355 nm o Pulse Width: 15 picoseconds at 1064nm o Average Output Power: >4 W o Beam Diameter: 1mm +/- 10% o Spatial Mode: TEM00 o M^2: <1.2 o Beam Divergence: <550 μrad (full angle) o Beam Ellipticity: 0.9 to 1.1 o Polarization: Linear, >100:1, vertical o Long Term Power Stability: <±2% o Noise (10 Hz to 2 MHz): <1% (rms) • 1159770: S-1546: FieldMaxII-TO & PM10 system kit (RoHS) o FieldMaxII_TO Powermeter can measure powers from nW to kW and pulse energies from nJ up to J at 300 pulses per second. It is compatible with both thermopile and optical sensors. Includes USB PC interface and application software. It features a backlit LCD screen and onboard analysis and statistics. o PM 10 power sensor is an air cooled thermopile power sensor with a 19 mm aperture and broadband detector coating; can measure CW and pulsed lasers from 10 mW up to 10 W average power, with a resolution of 1 mW. The sensor can be used over the wavelength range from 190 nm to 11,000. The maximum power density is 26 kW/cm2 The Government intends to negotiate a sole-source contract for the purchase of the requirement described above. The identified sole-source provider/producer of this laser system is as follows: Coherent Inc. 5100 Patrick Henry Drive Santa Clara, CA 95054 The Government has determined that no other source can meet this requirement. Coherent is the only known manufacturer of a 355nm picosecond pulsed laser that will satisfy the Governments requirements. Specifically, the frequency, pulse width, and reptition rate are requirements of the expirmental setup that can not be altered. This system is unique to Coherent Inc. and they are the only known source of the system. If this system is not procured from Coherent, there will be significant technical capability degradation to the Goverments current expirmental requirement and future experiments, potentially causing flawed results and the inability to meet yearly program milestones. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. This is a notice of proposed contract action and NOT a request for competitive proposals. However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or after 3 August 2018. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
