- The U.S. Nuclear Regulatory Commission (NRC) intends to enter into a noncompetitive purchase order with The Bethesda North Marriott Hotel & Conference Center for its annual Agency All Employees meeting. The authority to enter into a purchase order on a noncompetitive basis with The Bethesda North Marriott Hotel is made under the authority of the Federal Acquisition Regulation 13.106-1 (b) which provides the contracting officer may solicit from one source if the contracting officer determines that the circumstances of the purchase order action that only one source reasonably available. The Bethesda North Marriott Hotel & Conference Center is the only venue within a reasonable walking distance of NRC's Headquarters facility that has the capacity to provide the required seating capacity of approximately 900 people theater style for this event. By holding the meeting within walking distance from the NRC Headquarters Offices, employees will save an estimated 35 minutes of round-trip commuting time. Additionally, the Agency would incur additional costs associated with transportation (either by metro rail or shuttle services), loss of employee productivity hours, and experience increased time constraints on the schedules of employees, and the Commission. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates their ability to meet the NRC's needs stated above. Detailed capabilities must be submitted to the below address not later than the response date that appears in the Federal Business Opportunities. Telephonic responses and responses providing insufficient information for evaluation by the NRC will not be considered. A determination of whether to compete this requirement rests with Contracting Officer.
