- RFI #3 Questions and Answers Questions and Answers are posted below for RFI #3 and attached as a package. Contractors may update their responses for RFI#3 based upon the questions and answers. The GFP Listing is also attached as a package. The GFP listing is repreentative and not the final GFP listing. The final GFP listing will be attached with the Request for Proposal. Question 1: Are there any systems supplied by the USAF to include engines, flight data recorders, cockpit voice recorders, avionics, etc? Answer 1: Yes, please see attached GFP list Question 2: Will the contractor be expected to provide spare avionics to replace what is currently being replaced on the aircraft? Answer 2: Yes Question 3: If a Flight Data Recorder requires an R&R, are we to assume that upon removal of a faulty unit, the contractor will send it out for repair and upon return it goes back on the shelf as a contractor spare or as a USAF spare? Answer 3: If the contractor owned the spare that went on to the aircraft to replace the faulty part, they will own the original when it returns from repair. Question 4: Does the fleet include any spare engines or will they need to be provided by the contractor? Answer 4: USAF owns spare engines. See attached GFP listing. Question 5: When an engine event occurs, are we to assume that we will replace it with a contractor engine or is there a USAF spare(s) on hand at each location. Answer 5: Spare engines can be prepositioned as the contractor sees fit. Question 6: As far as current inventory, will the contractor be afforded the opportunity to acquire the incumbent contractor's inventory. Answer 6: The incumbent contractor owns the inventory and the incumbent contractor's decision on whether or not to sell the inventory. Question 7: Are there two separate parts inventories at each base? One being a USAF parts inventory and one being a contractor parts inventory. Answer 7: Government owned parts should be kept separately from contractor owned parts.
