- JOFOC NOTICE OF INTENT TO SOLE SOURCE NOAA's Marine Operations Center, Acquisition, Accountability, and Analysis Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Applanix of Ontario, Canada for the annual renewal of twenty-one (21) instances for renewal of Applanix POS-MV 320 V5 Extended Firmware/Software Warranty and thirty (30) instances of Software Support Agreements for the following NOAA Ships: Thomas Jefferson (3 Instances) Fairweather (5 Instances) Ferdinand Hassler (3 Instances) Rainier (6 Instances) Nancy Foster (1 Instance) Oscar Dyson (1 Instance) Pisces II (1 Instance) Bell M. Shimada (1 Instance) Okeanos Explorer (1 Instance) Hi'ialakai (1 Instance) Henry B. Bigelow (1 Instance) Gordon Gunter (1 Instance) Oscar Elton Sette (1 Instance) Ronald H. Brown (1 Instance) Reuben Lasker (1 Instance) Marine Operations Center - Pacific (1 Instance) Marine Operations Center - Atlantic (1 Instance). The sole source determination is based on the requirement of NOAA's Ships to maintain current software support for accurate positioning, heading, attitude, heave, and velocity data. Applanix is the only responsible source that can provide the proprietary services. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
