Description
The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis (IAW FAR Part 13.106-1(b)(1)(i)). The proposed source is the University of Connecticut, 263 Farmington Avenue, ASB #3, Farmington, CT 06032. The NUMI in Groton, CT has a requirement for live model sensitive exam training for all Submarine Independent Duty Corpsman (Sub IDC) in both a classroom and laboratory setting. The required training is essential to meet mission objectives. The training shall be inclusive of, but not limited to, sensitive exam teaching consisting of breast, pelvic/rectal, male genital/rectal exam demonstration(s) and practice with live model patient instructors. As a result of the training, the students must be able to perform sensitive (breast, pelvic/rectal, male genital/rectal) exams on live patients with the ability to communicate effectively with the patient. The training facility shall be capable of accommodating a maximum of fifteen (15) Sub IDC students per session and must be within a 50 mile commuting radius of NUMI. The training facility shall be accredited in sensitive exam training. The University of Connecticut is the only training facility within the 50-mile radius of NUMI that can meet NUMI's (highly specialized) minimum training curriculum requirements. The University of Connecticut has the capability to provide mission essential sensitive exam teaching consisting of breast, pelvic/rectal, male genital/rectal exam demonstration(s) in both a classroom and laboratory setting. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 1300 Local Time, 27 July 2018. Capability statements shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to the following address: deborah.l.hagan.civ@mail.mil.
