- This is a Sources Sought Notice. There is no solicitation available at this time. Requests for a solicitation will not receive a response. If a solicitation is issued, it will be posted on FedBizOpps. This Sources Sought Notice is in support of a market survey being conducted by the DOE-SR to identify technically capable and qualified potential sources to provide all labor, supplies, materials, supervision, transportation, equipment and all else necessary to complete the Facility Alterations Services Task (FAST) Contract at the Department of Energy's Savannah River Site (DOE-SRS) in Aiken, SC. The North American Industry Classification System (NAICS) Code for this acquisition is 236220 - Commercial and Institutional Building Construction, Size Standard $36.5 Million. DOE-SR is seeking potential Section 8(a) Small Businesses capable of performing services under a firm fixed price single award indefinite delivery, indefinite quantity (IDIQ) contract for estimating and construction efforts at DOE-SRS. Projects will be in support of real property maintenance, repair, alteration, and/or new minor construction. The work involved includes, but is not limited to carpentry, concrete, excavating, interior electrical, and steam fitting plumbing, sheet metal, painting, demolition, concrete masonry and welding. All work shall be in strict compliance with the specifications of the contract and specifications and drawings for each delivery order. Individual jobs or delivery orders against the contract will vary in anticipated size ranges from $2,000.00 to $750,000.00. Individual delivery orders will vary in size and complexity with the following project magnitudes: Level I ($25,000 or Less) Level 2 ($25,001 to $100,000) Level 3 ($100,001 to $250,000) Level 4 ($250,001 and over) The contractor will be required to maintain a local staff to be available every work week day to receive delivery orders and provide other management services to accomplish individual delivery orders. The contractor will also be required to execute multiple Task Orders at the same time. The period of performance is for a 12-month base period with four 12-month option periods. The guaranteed minimum is $100,000.00 for the life of the contract and the maximum ordering limitation is $20,000,000.00 over the life of the contract. The minimum delivery order amount is $2,000.00 and the anticipated maximum per delivery order is $750,000.00. It is the Government's intent to award one contract that will require the selected vendor to manage and operate the FAST at the DOE-SRS. The successful contractor will be selected using Performance Price Trade (PPT) procedures, resulting in the Best value to the Government. Performance is more important than price. Performance and Payment Bonds will be required. A Site Visit will be offered during the Solicitation Phase. Construction will be performed on the Savannah River Site located in South Carolina. Savannah River Site is a Federal Installation with mandatory badging requirements to access and work on-site. This announcement will help interested offerors make a more informed decision of their probability of success and determine whether or not they should proceed with a full proposal effort should a future solicitation be issued. Any information submitted by respondents to this Notice is strictly voluntary. The Government will not reimburse for any information that is submitted by respondents to this Sources Sought Notice request. The Government requests interested offerors submit a statement of their qualifications with respect to the requirement discussed above. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the Government. The Government will in no way be obligated to purchase all or part of the items described above, and is providing this information as "general" information only. The Government will in no way be bound to this information if any solicitation is issued. If and when the Government determines the type of contractor eligibility that will be solicited for this requirement, and the decision is made to proceed, a solicitation will be issued for qualified offerors to submit a complete proposal for evaluation based on the best value process. The potential offeror must be a Section 8(a) Small Business. Any responses to this notice expressing interest in being considered for competition for the proposed FAST contract should include the following: Company Name, Point of Contact, address, Telephone and FAX numbers, E-mail address, Brief Description of Company/Capabilities, Past Performance and Experience in the relevant field, Business Size, DUNS number, Cage Code, and Tax ID number. Notice to Potential Offerors: All offerors who provide goods or services to the DOE must be registered in System for Award Management (SAM). This is strictly market research and the Government will not entertain questions concerning this requirement.
