Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is W9127Q-18-R-7003 and this is a Request For Quotation (RFQ). This announcement will be issued as a combined synopsis/solicitation. This requirement is set aside for Small Business. The anticipated award will be a Firm Fixed Price Contract. The following factors will be used to evaluate the proposals: (1) Technical Acceptability and (2) Price. Technical Acceptability shall be evaluated as acceptable or not acceptable. Price evaluation shall be based on the lowest reasonable evaluated price. Price will always be an important factor. The North American Industry Classification System (NAICS) code is 517110. The SB size standard for this code is 1500 Employees. 1. DESCRIPTION OF REQUIREMENTS 1.1 The contractor shall provide commercial internet services to include installation and maintenance of all equipment required to supply a dedicated fiber optic commercial Internet service to the Base Communications Shop BLDG 154. 1.2 The Base Period of Performance will be 30 September 2018 through 29 September 2019 with 4 option years. 2. DETAILED DESCRIPTION OF REQUIREMENTS USERS At our peak usage, we will have 1200 people billeted in these dorms. Many of these people will have some sort of device (Laptop, tablet, or cell phone) that will have WiFi capability the will access this commercial internet service. We also host events and conferences where the commercial internet is used heavily. These users need a fast and reliable internet service. Speeds The require speed provided must be a minimum of 150Mbs symmetrical. 3. Equipment 3.1 Contractor shall provide all labor and materials to complete specified circuits and connection to the CRTC fiber plant. Once the service is provided to our fiber optic plant, then the Communications shop can patch it to our Cisco Router. 4. SECURITY 4.1. The Contractor shall be required to apply for and obtain vehicle and/or individual identification media at the ANG CRTC Pass and Registration Section. The Contractor is responsible for accountability of all such media and these media shall be surrendered to the Pass and Registration Section upon completion and termination of an individual's employment for the Contractor. 4.2. The Contractor shall comply with all ANG CRTC and Air Force policies regarding entry to the installation, rules of the road, compliance during contingency operation and photography prohibition. Contractors are authorized entry to the installation for the purpose of work under this contract only and are not authorized in other facilities or areas without prior Government authorization. The Contractor shall be responsible for scheduling escorts by contact the facility manager/requestor of the restricted/controlled area and safeguarding all Government property, including any keys issued. 4.3. Due to safety/security requirements, Contractor personnel working in restricted/controlled areas shall be required to read, write, speak and understand English. Any items needed to provide this service shall be delivered FOB Destination to CRTC, Gulfport, MS 39507.
