Description
Synopsis: The U.S. Army Corps of Engineer (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed price proposal for this project. This announcement is for the re-construction/repair of the Bonneville Auditorium Roof located at the Bonneville Dam Project, Multnomah County. OR. Project Scope: This project consists of the following: Roof Background: The Auditorium and Project Office Buildings were constructed in 1936 as part of the original construction of Bonneville Dam and was constructed under the Works Progress Administration (WPA) nation-wide program for recovery during the Great Depression. In the early 1990's, the interior of the buildings were remodeled to facilitate creation of a modern office environment. With exception to painting and asphalt shingles installed atop the original wood shingles, the building exteriors have not undergone any major updates or renovations since their original construction. Anticipated Repairs: Replace auditorium roof (12,000 SQ FT), gutters, and cupola of the Bonneville Auditorium. The purpose is to prevent further damage to the historical buildings and preserve their functionality at the Bonneville Dam. The requirement will include demolishing the existing asphalt and wood shingles, replace battens and components of the wood roof trusses that are compromised. Install new wood sheathing on entire surface, apply vapor barrier, and install new shingles. Gutters will be demolished and replaced with new leader boxes and downspouts to match existing style. Cupola will be removed and a new, matching cupola will be fabricated and installed. Options to be Included: re-construction/repair of the Bonneville Project Office (6500 SQ FT) Roof, gutters, and cupola within a similar process as stated above. Acquisition Strategy: The solicitation will be an Invitation for Bid (IFB). The lowest price and pricing factors only will be used to evaluate proposals. The Government will include options in the IFB which shall be priced. This acquisition will result in a single fixed-price contract. Magnitude of Construction: The estimated cost of the project is between $500,000 and $1,000,000. Set Asides and Codes: This is a total small business set-aside. This effort is classified through the North American Industry Classification System (NAICS) under code 238160 - Roofing contractors. The Small Business Standard size ($15M). The FSC is Z2QA - Repair or Alteration of Real Property. Proposal Procedures: The solicitation will be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. Proposal Period: The solicitation is scheduled for release on or about 30 July 2018. The tentative date for receipt of proposals is on or about 29 August 2018. Plans and Specifications: The Plans and Specifications will also be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to submission of proposals and prior to receiving an award. Just as a word of warning some vendors have found registering and re-registering in SAM is currently taking longer than in the past. THIS PRE-SOLICITATION NOTICE IS FOR THE PURPOSE OF INFORMING INDUSTRY THAT THIS SOLICITATION WILL BE POSTED ON FBO ON OR ABOUT 30 JULY 2018. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS, AND PROPOSALS RECEIVED AS A RESULT OF THIS PRE-SOLICITATION NOTICE WILL NOT BE ACCEPTED OR EVALUATED. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE.
