- Attachment A: Non Disclosure Agreement (NDA) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Federal Systems Integration and Management Center (FEDSIM) in support of a U.S. Government Agency, anticipates issuing a sole source solicitation to provide managed services including the secure storage, management, distribution, and transportation of medical supplies and pharmaceuticals. FEDSIM is issuing a sole source solicitation using FAR Part 12, Commercial Acquisition, for the storage of Government owned pharmaceuticals, medical supplies, and medical equipment. The contractor will provide all necessary expertise, labor, materials, and space to safely and securely, receive, store, stage, kit and prepare for shipment pallets and other containers holding these items on a monthly Firm Fixed Price (FFP) Managed Service Charges. The Government anticipates that the final contract will be for a total period of five years, structured with a one year base and four one-year optional periods on a FFP basis. The Agency name and geographic location will be disclosed to only those interested offerors that agree, in writing, to keep confidential that location, the Agency's identity, and other sensitive information and are vetted. Responsible offerors desiring that information should complete and return Attachment A: Non-Disclosure Agreement (NDA) via e-mail to the FEDSIM Contracting Officer, Nydia Roman-Albertorio at nydia.roman-albertorio@gsa.gov and the Contract Specialist, Mark Meade at mark.meade@gsa.gov no later than 2:00 pm ET 13 July 2018. Before commencing this contract, a responsible source is required to provide a facility that satisfies ALL requirements in order to begin receiving the products for storage/management. This facility shall be located no more than two miles from designated International airport. The monthly Managed Service Charges shall include any facility modification costs. The contractor will be required to obtain its own financing for any necessary facility modifications. Offeror shall be registered at the System for Award Management (www.sam.gov) to be eligible for consideration. The contractor under this effort will be required to support emergency operations as needed for rapid response and ground transportation. The contractor provides support and vetted ground transportation (e.g., trucks and drivers) for up to 96 containers of product from the contractor's facility to a Government-designated destination not to exceed 30 miles within 6 hours. The contractor also provides all required security capabilities for the grounds and in the facility. The following tasks will be performed in support of this contract: Task 1:Provide Project Management Task 2:Establish and Maintain the Working Environment Task 3:Receive, Manage, Package, and Distribute Inventory Task 4: Provide Surge/Emergent Support The contractor provides management, preservation, and handling of all medical products in accordance with current Good Manufacturing Practice (cGMP) specifications and other Federal guidelines/regulations. The contractor shall provide all personnel and support to fulfill the requirements. The facility shall store a complement of approximately 37 tons of Government-provided containerized medical supplies (96 containers), 120 pallets of Government-provided medical supplies and provide work area to support Tasks 1-3. The contractor shall ensure that all Government products stored in the contractor-provided facility remains viable. The contractor shall provide additional pallet space for supplies. To ensure a secure environment, the contractor shall not be allowed to propose, locate and/or store Government product in more than one facility. This is a synopsis transmitted in accordance with FAR 5.201 under the authority of FAR 6.302-1. A market research performed revealed that there is only one responsible offeror in the geographical area that can meet all the requirements. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The North American Industry Classification System (NAICS) code is 493110 the size standard is $27.5 Million. This is a Small Business set aside and it has an expected award date for this solicitation is 31 August 2018. Closing date of this combined synopsis/solicitation is 20 July 2018 by 11:00 am ET.
