- NOTICE OF INTENT TO SOLE SOURCE BIONESS L300 GO SYSTEM The Department of Veterans Affairs, Dayton VA Medical Center, 4100 West Third Street, Dayton, Ohio, 45428-9000, intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) soliciting from one source when CO determines that the circumstances of the contract action deem only one source reasonably available. The VA intends to solicit and negotiate with Tryco Inc., 6736 Old McLean Village Drive, McLean, VA 22101, for the Bioness L300 GO System. This system is a multi-channel stimulation to assist someone with foot drop and knee instability. The portable wireless device attaches to the patient s thigh and tibia cuffs with onboard stimulators to fit different sized legs, and it comes with 3D motion detection. The system is programmable through wireless technology and has the ability to track outcomes. Currently, the Occupational Therapy Clinic uses the Bioness H200 and Physical Therapy uses the older version of the L300 that has been phased out and no longer compatible with the newer accessories, including the thigh cuff attached for knee instability. Therefore, this acquisition will be to replace the current, outdated system in use with new updated, exact-match equipment. The Government believes that only one business can reasonably satisfy the agency requirements and intends to negotiate with only one source. This Notice of Intent is not a request for quotations. No solicitation documents exist and no telephone or email inquiries will be accepted. No contract award will be made on the basis of quotations received in response to this notice. Interested parties may identify their interest and capability by responding to the requirement, and should furnish detailed data and technical data sufficient enough to determine that a comparable source to the Government is available. The Government may consider all Expressions of Interest (EOI) received prior to July 13, 2018. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice shall be emailed to Angie Carpenter at angie.carpenter@va.gov and received no later than 2:00PM EST, on Friday, July 13, 2018; contractors are responsible to ensure their EOI reaches the designated contracting officer on time.
