- Description
- The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of the NOAA Fisheries Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS). The Northeast Fisheries Science Center (NEFSC) is seeking a vendor to provide services and equipment to support training trips aboard a commercial fishing vessel. The required training vessel gear type is for scallop dredge vessel(s). The vessel must be available November 1, 2018 to October 31, 2019. The NESFC/Fisheries Sampling Branch (FSB), plans to conduct a minimum of one (1) training trip opportunity using two (2) vessels during NEFOP Industry Funded Scallop Observer Certification program. This requirement is expected to result in a single award Firm-Fixed-Price contract. The period of performance of this Contract is for a Base Period of one-year and four (4) one-year Option Periods. The RFQ will be solicited as a 100% Total Small Business Set-Aside. The applicable NAICS Code is 483112, Deep Sea Passenger Transportation, which has a corresponding size standard of 1500 Employees. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. The Award will be made to the quoter whose quote meets all Specifications and solicitation requirements and is determined to be the best value, by an integrated assessment of price and other evaluation factors listed in the Request for Quotation (RFQ). The anticipated award date is August 2018. Hard copies of the RFQ will not be issued. It is incumbent upon vendors to monitor FEDBIZOPPS for the release of the RFQ, Statement of Work, and all subsequent amendments. To be eligible for award, quoters must be registered in the System for Award Management (SAM) database at www.sam.gov; quoters must also obtain a Data Universal Numbering System (DUNS) number and provide it with the quote. All responsible sources may submit a quote, which shall be considered by the agency.
