- The US Bureau of Reclamation (USBR), Mid-Pacific Region, intends to award a firm-price price purchase order on a sole source basis to HTI-Vemco USA, Inc. for the purchase of predation acoustic tags under the authority of FAR 13.106-1(b)(1)(i). HTI-Vemco USA, Inc, (HTI) is the manufacturer and sole distributor of the required specialized predation acoustic tags and holds the patent for the manufacturing of the tags. USBR currently has HTI equipment including an array of 23 hydrophones, 23+ hydrophone cables and 3 acoustic receiver units at the Tracy Fish Collection Facility (TFCF) which they have been utilizing since March 2013. HTI is the only company that produces the predation acoustic tags than can be used with the current USBR owned equipment. The use of predation acoustic tags is widely accepted in TFCF programs as well as various other State and Federal Agencies, and the tags allow for development of 2D and 3D tracks with sub-meter accuracy in real time. HTI acoustic tags also allow for accurate estimates of whole facility efficiency by allowing for the differentiation between non-participation and predation events. Tags are coded at the time of manufacture with unique batching numbers to specify the tagging agency. The awarded contract will consist of the following: 120 HTI 900-PD Predation Acoustic Tags •· Must be compatible with HTI Model 290/291 Acoustic Tag Tracking System •· Must be capable of producing 2-dimensional and 3-dimensional tracks with sub-meter accuracy •· Must be capable of detecting predation events Firms believing they can provide the items listed above must provide written notice to the Contracting Officer and will provide evidence in sufficient detail to demonstrate the respondent's ability to meet the stated requirement. This is not a request for competitive proposals. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to the Government point of contact listed below by Monday, July 16, 2018. Responses shall include the firm's Dun and Bradstreet number and Tax Identification Number. Firms shall identify their business size (small, other than small, etc.) in accordance with the size standard for NAICS code 334511 with a size standard of 1,250 employees.
