- North Springfield Lake Spillway Bridge Maintenance Painting Pre-Solicitation Notice. The U.S. Army Corps of Engineers, New England District is issuing a set aside for certified small business contractors for the construction of the Maintenance Painting of the Spillway Bridge project, located at the North Springfield Lake Spillway Bridge, located in Springfield, Vermont. The NAICS code for the work described below is 238320. The project is planned to be issued in July, 2018, and will be set aside for Small Businesses. The construction will extend over a one-month period occurring in the fall of 2018. The estimated magnitude of this project is between $25,000 and $100,000. Any responsible source meeting this standard may submit a quote to be considered by the New England District. The location of work to be performed under this contract shall be at the North Springfield Lake, located in Springfield, Vermont. This project consists of the following components: • Construction of scaffolding to allow for access to the substructure of the bridge. • Solvent cleaning to remove grease and dirt. • Mechanical removal of large or loose particles of paint or rust with a hammer or wire brush. Scraping, abrasive blasting, water blasting or other surface preparation methods are not to be used. • Intact areas of paint do not need to be addressed and are to be left alone. • Collection of paint chips and cleaning residue. • Application of an epoxy rust penetrating sealer product. • Application of an overcoat of a compatible paint from the same manufacturer. Contractors should be aware that a significant fall hazard exists for this project. Please note this solicitation is set aside for certified small businesses. This is not a request for proposals at this time; the solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about 25 July 2018. The solicitation will only be available online; in order to download the solicitation offerors must access the Federal Business Opportunities website (www.fbo.gov).
