Description
See attached Sources Sought Questionnaire for the Secure Processing Room Project at the Dirksen Federal Courthouse. Please fill out and return if interested in the project. THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. The General Services Administration (GSA) is seeking qualified small business contractors that are HUBZone Certified or Women Owned with General Construction Contracting experience for the build out of a new Secure Processing Room at the Dirksen Federal Courthouse located at 219 South Dearborn Street in Chicago, Illinois. The scope of the project is to build-out a new Secure Processing Room (SPR) on the third floor of the Dirksen Federal Courthouse in accordance with the United States Attorney's Office Chicago, II SPR Master Specifications (Updated June 27, 2017). Architectural work includes new Radio Frequency shielded partitions, celling and flooring, new door, frames and hardware. Electrical work includes an isolated ground service to the space, new outlets and lights. HVAC work includes the installation of a new, independent HVAC system for the space. Grounding/dielectrics will be required for all piping running through the space. Contractors who bid on this project must have prior experience working on Secure Compartmentalized Information Facilities (SCIF) that received a Tempest Certification from the Information Assurance division of National Security Agency. Having received the Tempest Certification is a requirement. The North American Industry Classification System (NAICS) Code for the proposed acquisition is 236220 (Commercial and Institutional Building Construction). The estimated total construction cost for this project falls within the range of $250,000.00 to $500,000.00. THIS IS NOT A REQUEST FOR OFFERS OR PROPOSALS. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a formal solicitation. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. If no responses are received from potentially responsible small business sources, GSA under the FAR part 19.501(b) will have completed its due diligence regarding setting this procurement aside for small businesses that are HUBZone Certified or Women Owned and will proceed with procuring this requirement as a total small business set aside. Firms interested in this project shall provide a minimum of one (1), no more than three (3), "similar" projects that are at least 100% complete and have received the Tempest Certification. To be considered similar, projects must exceed $200,000 in construction costs and have been completed within the last five (8) years. Similar projects ideally should represent or include some aspect/component of general construction, electrical work, HVAC installation and piping work. If you are an interested small business, please submit 1) the Market Research Questionnaire and 2) a Project Experience Form for each project example. All information is subject to verification. Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. Responses to this announcement will not be returned, nor will there ensuing discussions or debriefings of any responses. Completed Market Research Questionnaires and Project Experience must be submitted no later than Thursday, July 26, 2018 at 4:00 PM CDT.
