- SOURCES SOUGHT SYNOPSIS: Solicitation Number: TBD Notice Type: Sources Sought Synopsis Synopsis: NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside, and by identifying contracting and subcontracting opportunities. The proposed North American Industry Classification Systems (NAICS) Code is 336413 which has a corresponding Size standard of 1,250. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Program Details: The Government anticipates a procurement for decelerons supporting the A-10 aircraft. The Government anticipates ordering the following National stock numbers (NSNs): LH Decel 1560-01-591-4395FJ, Part Number: 162J712100-1001 RH Decel 1560-01-592-1976FJ, Part Number: 162J712100-1005 The Government estimates a minimum quantity of 40 LH and 40 RH with an estimated maximum quantity of 120 LH and 120 RH. The Government anticipates utilizing a single award Indefinite Delivery, Indefinite quantity (IDIQ) contract with a 5 year ordering period. The A-10 aircraft utilizes two decelerons which are located at the trailing edge of the outer wing. The deceleron functions as both an aileron and speed brake providing roll control as well as stabilizing dive speeds and reducing airplane speed in flight and on landing. The aileron and speed brake functions are actuated by hydraulic cylinders, with the speed brake hydraulic cylinder located internal to the deceleron. The deceleron is composed of four major structural parts; the upper speed brake, the lower speed brake, the aileron/deceleron trim tab, and the nose box (deceleron leading edge). The aileron tabs are located at the inboard 50% of the aileron span and are of the geared/servo type. The complete deceleron assembly and aileron trim tabs have balance weight installations to prevent flutter. The deceleron leading edge is a one-celled box beam and is supported at the wing rear spar at four hinge points. The box beam also supports the two speed brake panels, and houses the speed brake actuator. The basic structure is a single spar with a curved shell nose skin. The deceleron spar is composed of four 7075-T73 aluminum alloy machined forgings which incorporate the aileron and speed brake hinges, joined by extruded 2024-T3511 spar caps and 7075-T6 webs. The inboard and outboard nose skins are each one piece formed 7075-T6 aluminum alloy sheets while the mid bay nose skin is comprised of upper and lower removable 7075-T6 panels and a fixed 7075-T6 chem-milled middle panel. The inboard and outboard main hinge fittings each incorporate an upper and lower speed brake hinge, an aileron hinge, and a speed brake bellcrank actuator hinge. The speed brake panels are also the upper and lower surfaces of the lateral control ailerons, extending the full length of ailerons and are hinged just behind the aileron front spar. These panels are scissored open for speed brake action around four hinges (two main hinges and two auxiliary hinges). The main speed brake hinges are machined from 9Ni-4Co-.30C steel precision forgings while the auxiliary hinges are machined from 7075-T73 aluminum forgings. The upper and lower speed brake panels are bonded aluminum skin and honeycomb sandwich construction. The skins are made from formed, various thickness (0.087" to 0.016" in multiple steps) chemically milled 7075-T6 aluminum sheets. Each speed brake panel features multiple honeycomb core bays of varying density. The aileron/deceleron trim tab is a movable, triangular, bonded aluminum honeycomb wedge with 7075-T6 aluminum face sheets and added doublers. It is continuously supported along its length by a "piano" hinge joining the tab front spar to the upper speed brake rear spar and extends approximately 50% of the aileron span. Information Sought: The respondent must be able to demonstrate the ability to obtain or create the resources necessary to provide the deceleron as detailed in the source qualification statement (SQS). Interested companies should respond to this announcement as soon as possible. Companies should provide a summary of their capabilities and their expected ability to meet the requirements. Responses should include: a. Name and address of the contractor b. Point of contact including name, title, phone and e-mail address c. Cage Code, size of the contractor, average annual revenue for the past three years and the number of employees d. Description of similar activities offered by the contractor that currently meet, or with modifications, might meet the above listed requirements e. Indication of an understanding of safety requirements f. Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned Company, Hub Zone Small business, veteran owned small business, or R-service disabled veteran owned small business. Potential Offeror Capabilities: Provide the Government with responses for the following items: 1. Are you currently registered in the System for Award Management (SAM)? (Yes/No) 2. What is your experience in providing capability to accomplish the requirements listed above? Include contract numbers, a brief description of the work performed, and period of performance, agency/organization support, and individual points of contact (Contracting Officers or Program Managers). 3. What is a realistic production timeline for a First Article and the production articles? 4. What is a realistic monthly production rate? 5. What are the top risks you see in accomplishing this effort? 6. Are there any other relevant topics, concerns, and information that will help the Government in forming an acquisition strategy? Response Procedures: The Government is looking for contractors interested in satisfying this requirement at the prime contractor level. Any contractors responding to this Sources Sought Synopsis/RFI who are interested in subcontracting opportunities should note as such in their response. Companies responding to this market research are advised their response does not ensure participation in future solicitations or contract awards. The Government will not reimburse any company or individual for any expense associated with preparation or participation in this research. Your response should be no more than 15 pages. In addition, identify a representative to support further Government inquiries and requests for clarifications of the information provided. Respondents should indicate which portions of their response are proprietary and should mark them accordingly. Respondents are solely responsible for all expenses associated with responding to this sources sought. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requested. Any information submitted by respondents to this notice is strictly voluntary. Also, in order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made.
